Norma Bates is a minor fictional character on the NBC soap opera Passions. She has been played by Marianne Muellerleile off and on since 2001.

Norma Bates was introduced as the owner of a motel that Tabitha Lenox and her companion Timmy fled to in order to escape the backlash of Hidden Passions, a collection of Tabitha's memoirs that Timmy had comprised into a novel. Norma was first seen scrubbing the floors of a shower, proclaiming to her elderly father (who was not seen) that it would be spotless for their new guests. When they arrived, Norma informed them that nobody stopped at their hotel anymore. Norma found a knife, but decided to kill them with an axe instead. She made an attempt to kill Tabitha while she was in the shower. While fleeing from Norma, Timmy wandered into the parlor and was horrfied to learn that although Norma had been seen conversing with her father, he was in fact dead; She had merely been keeping his skeleton in a rocking chair dressed in clothes. Timmy accidentally ended up destroying the skeleton, with the skull remaining. Norma saw this and tried to kill Timmy for hurting her "daddy". Luckily, Tabitha and Timmy got away.

Norma resurfaced five months later and followed Tabitha, Timmy, Miguel Lopez-Fitzgerald, Charity Standish, Kay Bennett, Reese Durkee, Jessica Bennett and Simone Russell to Warlock Island, where she made befriended the teens and stayed in the same camp as them. All the while, she was plotting to do away with Tabitha and Timmy. In one attempt, she set the boat they had all arrived in on fire. However, Miguel was able to rescue them. After Hank Bennett and T.C. Russell rescued the stranded people on the island, Norma was locked away in a psych ward.

She made several short-lived escapes since then and has crossed paths with Sheridan Crane, Alistair Crane, Beth Wallace and Beth's mother Edna Wallace, who has become her partner in crime.

She met Edna when Edna was hospitalized in November 2005, three months after Edna had floated out of Harmony during the tsunami. Edna had tried to convince the doctors of the fact that Tabitha was a witch and that she had caused the tsunami, but the doctors thought she was suffering from a nervous breakdown. She and Norma connected and the two escaped and tried to do away with Tabitha. They were unsuccessful and Endora Lenox, Tabitha's daughter trapped them inside a Christmas ornament for a time. The snuck on to the Crane Estate and when Alistair was brutally stabbed, the duo left, fearing that they would be arrested for Alistair's attempted murder.

The duo were next seen in Rome operating a pizza parlor. They got caught up in Alistair's Omega plot when Edna, having learned from Beth that Alistair was in Rome, tried to bilk the Crane Patriarch out of some cash. After helping to fight against Alistair's thugs, Norma and Edna became entertainers in Europe, singing and performing primarily in lesbian bars.

Norma and Edna returned to Harmony for the Christmas holidays in 2006. They pretended to make peace with Tabitha and Endora but it was a ruse designed to trick Tabitha into dropping her guard. Although there were hints that Edna and Norma are involved in a lesbian relationship, this may or may not be explored in the future, as Edna and Norma finally wound up in Hell. But as Passions has now been cancelled, it remains to be seen whether they'll remain there.
