Norfolk County municipal election, 2003

The 2003 municipal election in Norfolk County, Ontario, Canada challenged the tobacco status quo of the municipality. Rita Kalmbach defeated 21-year-old political neophyte Brian Decker by over 50% of the popular votes in order to maintain the uncertain future of the tobacco industry in Norfolk County. Meanwhile, the town councillor seats remained exactly the same as in 2000. The election occurred in November of 2003.
