Noel Kelly [b. 1964] is a leading Irish art curator, critic, and art management specialist working in contemporary visual arts.

In 2004, Kelly became a key figure in the cultural aspect of the Accession of 10 new nations to the European Union, with his curation of the largest independent cultural event - NSK (Neue Slowenische Kunst) Dublin Event 2004. Kelly became the first visual arts curator to represent Ireland' Presidency of the European Union presidency on an international basis with a notable exhibition of works by Alice Maher.

Kelly went on to become curator for Temple Bar Gallery and Studio in Dublin, as well as Senior Partner with the international arts management consultants - The Art Projects Network. He is also internationally regarded as a key expert in Project Management within the Visual Arts, as well as a forthright commentator on art criticism and International cultural policies.

Kelly is also a writer on art with regular contributions to The Contemporary Arts Review, Circa, Juliette and artist monograph essays. His key area of interest is in the negotiation of art and politics.
