Just cite it like a regular newspaper article then, as listed at Wikipedia:Cite sources. To be a reference, someone else, in principle, needs to be able to verify the source did in fact say that. That means you need all the information required of a reference. So you may need to search and find what the correct date the article was published and other information or just use another source. Perhaps a phone call to the paper or looking in whatever archives they have would work.
You also asked:
- "How do I cite matter from WP itself, to address claims such as "Polo was invented in India", matter which is mentioned on the Polo page itself?"
Ideally you wouldn't, ask where they got that fact from and try to reference that. Or research Polo a bit online to find a reliable reference for its origins. - Taxman 19:42, Apr 11, 2005 (UTC)

Don't worry about your unknowns, but I critically need your help concerning the article dispute. Like you, I have tried to cleanup the article using the /Temp basis, but it seems to be unaccepted, despite the fact that it was an adaptation of the original version. According to User:Moumine and User:Mel Etitis, they claimed that an article should be worked on its original version and not altered. But what I did was re-working out the article from scratch, as you can see in my best version [1] ( I was cleaning up the etymology) version but the current article seems to me worse in terms of grammar, orientation and vocabulary structure, which I feel that it is too far from the featured article standard.

I find that the article Bihar has been edited by some one and changed to Bihar (India), and other articles with the same name has been also referred to there. I feel this is not a wise step. The matter requires assistance and discussions so that the article Bihar gets its former name. hi, my indian friend. as we know, the frontier disputes of china and india has last for a long time. because of i am a chinese, i found that the border in the map of india and china in the english wikipedia edition is not neutral. i have not any contempt to my indian friends at all!! but we must insist the NPOV principle of wiki. so in the map, we'd better express all about the opinion of both sides properly. my english is poor, so i can't express my ideas commendably.--icywind 05:46, 22 Apr 2005 (UTC)

(Please stay online for a while more) Then why Moumine and Mel is so far reverting every, or nearly every edit that I made? I feel that the article really needs a massive cleanup yet my works are falling on deaf ears. I now understand my mistakes, but even a minor edit they are reverting the changes. If you cannot explain now, then analyse the problem when you come back. Meanwhile, I will leave Zanskar untouched for three weeks as my exams are coming. It's really distracting. Anyway, where are you goingduring your one-week vacation?
Then, am I going to see the Zanskar waste away like this? Then how am I going to improvise the article and delete unnecessary points? If you say like this, it seems that Zanskar will be doomed as a poor quality article. So how I'm going to cleanup? It will really needs massive re-working in that case.

There is a major debate going on, and I wondered if you might want to chime in. The debate involves how to deal with franchise moves in baseball. The question is whether Montréal Expos should be its own article or if it should redirect to Washington Nationals. All other instances of franchise moves in MLB redirect the old team name to the new team name, and the history of the franchise is covered within the new team name (for MLB, NBA and NFL examples, see here. Some people are confused and think the Expos and the Nats are different teams. Some people don't want to upset Canadian readers.
Indeed, the Washington Nationals are not a new team - the Montreal Expos franchise has moved to Washington, and the old franchise name should redirect to the new franchise name, just like the 20+ instances of this occuring in Wikipedia. For example, Brooklyn Dodger history resides in the Los Angeles Dodgers article. New York Giants history, including the Shot Heard 'Round the World, resides in the San Francisco Giants article.

"Isle" is only used in modern English is place names ("Isle of Dogs", "Isle of Man", etc.); otherwise it sounds rather self-consciously poetic. I have been extremely unhappy and frustrated about the actions of three guys: User:Moumine, User:Mel Etitis and User:JMbell. While I have a lot to say about their actions in Wikipedia:Requests for comment/Mr Tan by stating about my behaviour, I see no reason why they have been continouusly reverting my edits. Also, like you, I have decided to add the /temp sign on Wee Kim Wee on the page, as I want to do a major edit like you on Maharashtra, I don't see why they have stubbornly removing it, and many more that I have yet to state in RfC. I need your comments.

- In response to Mr. Tan's one-sided statement, I, on behalf of User:Mel Etitis and User:Moumine, would like to present our side of the case.
- We, User:Mel Etitis, User:Moumine, and I, are having a small problem with User:Mr Tan. You see, Mr. Tan has been diligently editing many articles over the past few weeks. Now this isn't a problem in itself, but Tan does not have adequate knowledge of English grammar. This, too, shouldn't have been a problem, but (here's the catch) although Mr. Tan accepts that his English is substandard, he does not let others fix it. That is the cause of this whole dispute.
- Over the past few weeks, Mr. Tan has repeatedly disrupted the project; for example, he persistently kept changing the grammar of some articles to match his own standards, and in doing so lowered the overall quality of the article; he added unnecessary {{gcheck}} templates to articles which needed no copyediting (e.g. Zanskar); verbally attacked the three aforementioned users.
- Aside from this, he would do large-scale edits on articles, repeatedly replacing perfectly good phrases with his fractured English, adding questionable facts and the like. It has come to the point where reasoning has no effect on this user. With no other option (Mel had already blocked him once), we opened an RfC, hoping to enlighten him.
- However, it didn't stop there. Mr. Tan gladly seized the opportunity to accuse us of doing various things, including vandalism, personal attacks, poor grammar, bad faith, and the like.
- Please give an opinion at Wikipedia:Requests for comment/Mr Tan. Your views will be much appreciated.
