Sure, you can request a citation for something that desperately needs one. A basic, matter-of-fact statement about the general location of a route does not fall under that category. Now, if the statement read "New York State Route 19A is a state highway located in western New York that was originally planned to be part of an eastward expansion of U.S. Route 66", then it would need a citation due to the last portion of the statement, which deals with a theory that NY 19A was to be part of US 66; however, the first portion of the statement, introducing the route and its location, still does not need a citation because this is common knowledge.
