New York State Route 990L (officially New York State Reference Route 990L) is a New York State Reference Route in the Chenango County city of Norwich. It is one of only four reference routes that has been marked as a touring route. The route begins as East Main Street, crossing the Butternut Creek and leaving Norwich. Then, it meets County Route 32 and duplexes with it, heading north for its final half mile. It is along this half-mile stretch that it is marked with a crude "990L" sign, one at each end. No other signs exist, including on NY 12 and NY 23.

As previously mentioned, the presence of touring route signs is unusual among reference routes. NY 990L is signed as such (most reference routes are not, since they are considered too small and/or already have names), as are reference routes 961F, 962J and 990V. The significance of 990L is that the touring route sign is only present on the segment duplexed with County Route 32, and the sign itself appears to be a crude one.
