New York State Route 28 (NY 28) is a New York State highway that runs between Kingston and Warren County. It intersects several important highways, like Interstate 90. The southern terminus is New York State Route 32 in Kingston and the northern terminus is U.S. Route 9 in Warrensburg.

[edit] Ulster County
NY 28 begins at an intersection with New York State Route 32 (Albany Ave.) in the city of Kingston. NY 28 begins concurrent with Interstate 587 for 1.5 miles. In Ulster after crossing the Esopus Creek, I-587 terminates in a traffic circle while NY 28 interchanges with Interstate 87 (New York State Thruway) at exit 19. West of I-87, NY 28 becomes at-grade and is named Onteora Trail while intersecting U.S. Route 209 at an cloverleaf interchange. NY 28 continues towards the northwest as Onteora Trail and becoming a scenic route into Catskill State Park. When NY 28 enters Catskill State Park in Kingston, it intersects the eastern terminus New York State Route 28A. West of NY 28A, NY 28 continues towards the north and west passing north of Ashokan Reservoir. In Hurley, NY 28 intersects the southern terminus of New York State Route 375. NY 28 continues towards the west paralleling the Ashokan Reservoir. WEst of the Reservoir, NY 28 begins to shift towards the north. In Olive, NY 28 meets the western terminus of New York State Route 28A. In Mount Tremper, NY 28 intersects the southern terminus of New York State Route 212. Then NY 28 continues towards the north and west. In the village of Phoenicia, NY 28 meets the southern of New York State Route 214. In Shandaken, NY 28 shifts towards the west and meets the southern terminus of New York State Route 42 (northern segment). West of NY 42, NY 28 has a couple of S-curves crossing the Catskill Mountains and through the hamlet of Big Indian before shifting towards the north, bypassing Pine Hill the Bellayre Ski Center, and exiting Catskill State Park and Ulster County in Highmount.

After exiting Catskill Park, NY 28 shifts towards the west. In Margaretville, NY 28 begins a concurrency with New York State Route 30 and they both parallel the Delaware River (East Branch). After crossing the Delaware River (EB), NY 28 ends it's concurrency with NY 30 and NY 28 is called Palmer Hill. North of NY 30, NY 28 continues towards the northwest passing through Andes, as Main Street and Delaware Avenue. NY 28 continues towards north and west. In the village of Delhi, NY 28 becomes Andes Road and has a short concurrency with New York State Route 10. North of Delhi, NY 28 continues towards the north. In Meridith, NY 28 shifts towards the northwest. In Franklin, NY 28 makes a 90 degree angle turn to the north while meeting the eastern terminus of New York State Route 357.

NY 28 enters Otsego County with many S-curves. Then NY 28 shifts towards the east. In the town of Oneonta, NY 28 makes a 90 degree angle turn towards the north while beginning a concurrency with New York State Route 23. After the Susquehanna River in the city of Oneonta, the concurrency between NY 23 and NY 28 comes to an end when NY 28 joins Interstate 88 from exit 15 to exit 17. Then in Milford after the I-88 concurrency, NY 28 intersects New York State Route 7. North of Goodyear Lake, NY 28 parallels the Susquehanna River. In the village of Milford, NY 28 intersects the southern terminus of New York State Route 166. NY 28 continues towards the north paralleling the Susquehanna River. NY 28 enters the village of Cooperstown home to the Baseball Hall of Fame. NY 28 is called Chestnut Street in Cooperstown and it also begins a concurrency with New York State Route 80. NY 28/NY 80 head towards the northwest passing by Cooperstown Airport. In Ostego, the NY 28/NY 80 concurrency ends. NY 28 continues towards the north passing by Canadarago Lake. In Richfield Springs, NY 28 has a concurrency with U.S. Route 20. North of US 20, NY 28 exits Otsego County.

In German Flatts, NY 28 becomes Columbia Street and intersects the northern terminus of New York State Route 168. In Mohawk, NY 28 intersects New York State Route 5S. After crossing the Mohawk River, NY 28 becomes Mohawk Street and interchanges with Interstate 90 (New York State Thruway) at exit 30. In the village of Herkimer, NY 28 has a concurrency with New York State Route 5. North of NY 5, NY 28 begins to parallel the West Canada Creek. In Middleville, NY 28 intersects the western terminus of New York State Route 29 and the northern terminus of New York State Route 169. NY 28 makes a 90 degree angle turn at the 3 route junction. NY 28 continues towards the north paralleling the West Canada Creek. In Poland, NY 28 begins a concurrency with New York State Route 8.

In Deerfield, NY 28 splits from NY 8. NY 28 crosses the West Canada Creek and leaves Oneida County for about 3 miles then crosses the creek and enters Oneida County again. In Trenton, NY 28 begins a concurrency with New York State Route 12. In Barneveld, NY 12/NY 28 intersect New York State Route 365. In Remsen, NY 28 splits from NY 12. NY 28 continues towards the northeast passing through many lakes and reservoirs. In Forestport, NY 28 enters Adirondack State Park. NY 28 also parallels the Adirondack Mountains.

NY 8 reenters Herkimer County, but does not have any major junctions. NY 28 does pass through First Lake, Second Lake, Third Lake, and Fourth Lake.

NY 28 enters Hamilton County shifting towards the south and east. NY 28 also passes by Sixth Lake and Seventh Lake before shifting towards the north and passing by Eigth Lake. In Long Lake, NY 28 passes south of Raquette Lake. In Indian Lake, NY 28 begins a concurrency with New York State Route 30. In the village of Indian Lake, NY 28 ends the NY 30 concurrency. East of NY 30, NY 28 begins to shift towards the south.

NY 28 enters Warren County paralleling the Hudson River. In North Creek, NY 28 intersects the southern terminus of New York State Route 28N. NY 28 continues towards the south opposite to its original course. In Wevertown, NY 28 intersects New York State Route 8. NY 28 continues towards the southeast paralleling the Hudson River and in Warrensburg, NY 28 terminates at an "Y" intersection with U.S. Route 9.
