The New Enforcers is a supervillain team which first appeared in Web of Spider-Man #98. After the fall of the Kingpin, they were one of the groups contesting for control of the remains of his empire. Their main adversary was Spider-Man, but they also contended with Blood Rose, aka Richard Fisk. The New Enforcers consisted of a hired task-force referred to as the Outer Circle, and a secret Inner Circle who were the actual schemers.

The Inner Circle included the Controller, Fixer, Madame Menace, Mentallo, and Mister Fear. The Outer Cirle contained such employees as Blitz, Dragon Man, Dreadnought, Eel, Plantman, Super-Adaptoid, Tangle, Thermite and the Vanisher

The New Enforcers debuted by hiring the Foreigner to assassinate Blood Rose. Blood Rose survived the attack, so the New Enforcers trashed the Foreigner's office to cover their trail. Donning his grey spider-armor, Spider-man trailed them back to their mansion hideout, where he arrived to find Blood Rose already in battle with the Outer Circle of the New Enforcers. The Outer Circle was defeated and taken away by the police.

The Inner Circle was then shown gloating in secret that the Outer Circle had taken the fall, leaving the Inner Circle to take over the criminal underworld.

Despite their lofty aspirations, the New Enforcers hasn't been an active group since the showdown in Web of Spider-Man #100. The Controller and Mister Fear have since been seen together on Cross-Fire's in Spider-man: Breakout.

The New Enforcers have one other Multimedia appearance so-far, namely in the Web of Fire Spider-Man video game for the Sega 32X. In that game, they were hired by the terrorist group Hydra to finish off Spider-Man.
