Neptune Perkins is a DC Comics superhero. He first appeared in two Golden Age Hawkman stories in Flash Comics #66 (August–September 1945) and #81 (March 1947), but he appeared nowhere else until writer Roy Thomas revived him in All-Star Squadron #33 (May 1984) as a guest star, and in the Young All-Stars series from issues #1 (June 1987) to #31 (November 1989), as a member of the team, in stories which actually take place chronologically earlier than his actual first appearances.

Neptune Perkins developed a sodium deficiency at birth, requiring near full immersion in salt water almost perpetually. Thus, his parents purchased a houseboat to live near the Pacific Ocean in order to allow Perkins to survive and thrive in such an environment. As a result, he developed a physique conditioned towards the rigors of undersea living including a proficiency in swimming.

In 1942, he aided the All-Star Squadron against the Japanese-American agent Tsunami and shortly thereafter accepted membership in a sub-team, the Young All-Stars, along with his former adversary. He was later revealed to be the grandson of famous undersea navigator Captain Nemo (who, according to this story, was also Arthur Gordon Pym), whom he met and fought.

Much of Neptune Perkins' history between 1942 and the 1990s is largely unknown, although he did join Hawkman in two adventures in the late 1940s.

Years later, Perkins and Tsunami were married for a time, eventually divorcing. He then entered politics and became a U.S. Senator. Although for a time he believed that the heroine known as Deep Blue was their mutual child, it later was revealed that the father was actually the ancient Atlantean wizard Atlan. In his later years, he became an opponent of youthful superheroes, supporting the group Old Justice which opposed Young Justice.

Neptune Perkins was murdered by The Shark in Infinite Crisis #3 (May 2006).
