Neil Winters is a fictional character in the CBS soap opera The Young and the Restless, portrayed by actor Kristoff St. John since 1991.

Neil is currently the COO of Newman Enterprises and husband of Drucilla Barber (Victoria Rowell). The couple have a teenaged daughter, Lily Winters Romalotti (Christel Khalil), and an adopted son named Devon Hamilton (Bryton).

Much of Y&R's drama over the past decade centered around the question of Lily's paternity. At the time of her conception, Dru had slept with both Neil and his brother, Malcolm (Shemar Moore). In 2005, Dru and Malcolm ran a paternity test, which named Malcolm as Lily's biological father. In early 2006, Lily and Neil both discovered the truth. Neil was furious with his wife, while Lily was slightly more forgiving.

During the period when he and Dru were separated (from 1998 to 2003), Neil had affairs with Alex Perez (Alexia Robinson) and Dru's sister Olivia (Tonya Lee Williams). He was also briefly engaged to Victoria Newman (then played by Heather Tom).

Neil has also battled alcoholism. Recently, he and Carmen Mesta (Marisa Ramirez) fought romantic feelings for each other. However, Dru became more and more unreasonable over this and terrorized Carmen by breaking into her hotel room and cutting all her clothes up with a scissors, which caused her to be arrested and to be ordered into therapy.

Neil soon realized that Carmen was not what she seemed to be. As it turned out, she was quite a manipulative woman, who had an extramarital affair at her previous job with married executive David Chow (Vincent Irizarry). She asked for a huge settlement to stop her inevitable firing. Now, Carmen is dead, (she was killed outside of Neil's new jazz club, Indigo) and now Neil and his whole family are persons of interest in this case.
