Members of state legislatures and mayors of small places are not automatically notable.

From the notability guidelines: Politicians: Politicians who have held international, national or statewide/provincewide office, and members and former members of a national, state or provincial legislatures.

Randolph is eligible as he has been in both houses of the state legislature and mayor of the city. The population of the city is not a factor: it is about 45,000. We have some mayors of villages on Wikipedia now. There are about a dozen links on Wikipedia to Randolph.

I concur that these biographies of state and local political figures to be invaluable in my research, it is rare to find such comprehensive information anywhere else online, short of having to go to a library or newspapers in the locality to which the individual is from. Is it not Wikipedia's mission to provide such information ? It would be highly shortsighted to remove these biographies.
