On reflection, you are perfectly correct about the NPOV and the need to remove this article. I will confine future updates to a NPOV to ensure quality and style of Wikipedia.
I today removed this text from the main article:
Natural England begins its existence in a troubled state. The two crucial elements of funding and leadership are clearly failing. The parent body Defra is driving both a 12% efficiency saving agenda on Natural England and a further 7% cut because of a problems with its own funding. This will cripple the organisation at birth. As import however are the problems of leadership. Staff feedback is showing that: The leadership style is one of close Director control by people who lack the necessary skills and experience. The culture is being driven by fear, secrecy and ‘JFDI’. The outsourced arrangements which are to be supplied by Defra are being forced on the organisation when it is widely recognised that they provide a poor service, even for Defra, and clearly do not represent value for money. A vital part of the remit of this new organisation was to have be independent of Government – however Defra has been very clever and taken over control of fundamental elements (finance, estates, HR, systems, policy) which will mean Natural England is restricted at every turn of its development; effectively becoming a department controlled by Defra – which is not the most successful part of government. The damning part of this whole situation is that the senior leadership team is blind to the importance of these issues. They have alienated staff who have are eager to make this organisation work, and they continue to waste huge amounts of tax payers money on consultants and external suppliers. A sorry state with only a few weeks to go before vesting day.Without the issues of funding and culture being fixed then the vital work described below will amount to little.
