National Partnership for Reinventing Government

National Partnership for Reinventing Government (NPR), originally the National Performance Review, was an interagency task force to reform the way the U.S. federal government works in the Clinton Administration.
The NPR was created on March 3, 1993. It was the eleventh federal reform effort in the 20th century.
In early 1998, the National Performance Review was renamed to the National Partnership for Reinventing Government.
Morley Winograd was appointed as the Senior Policy Advisor to Vice President Al Gore and Director of the National Partnership for Reinventing Government in December of 1997.

The Hammer Award was created by Vice President Gore to recognize government efficiency as a part of the program. Made simply of a $6 hammer, a striped ribbon and an aluminum-framed note from Gore, the award parodies the Pentagon's infamous bloated hardware costs, including a famous $436 hammer.
