The National Council of Welfare (NCW) is a Canadian citizens' body that advises the Minister of Human Resources and Skills Development on matters of concern to low-income Canadians. It was established in 1969 under the Liberal government of Pierre Trudeau and publishes several reports annual on poverty. The headquarters are located in Ottawa on Kent Street.
