Naoyuki Sato

Naoyuki Sato, more commonly known as 猫又Master or 猫叉Master (both read as 'Nekomata Master') is a composer for Bemani games. His works have appeared in the Beatmania and Pop'n Music series.
Most of his works are instrumental and new age.
He has previously composed music for other non-Bemani games.

It is rather ambiguous and can be roughly translated to "Dancing Like A Flower During A Snowy Month" or "Dancing Like A Flower On The Snow Moon".
Since this song first appeared in Pop'n Music 12 Iroha which had a theme of ancient Japan, various traditional Japanese musical instruments can be heard in this song.
