This picture comes from an EPA website from a report that was prepared by U.S.Department of Health and Human Services Agency for Toxic Substances and Disease Registry. There is no photographer given so I assume that it was taken by a government employee.
This shows the compromised tank that floated off of its moorings in the flood waters that were caused by Hurrican Katrina.
