Judging by the link to a pdf document with this image in it I'm assuming that this article is not in fact in the public domain, and that either the copyright tag should be changed accordingly (although I don't know what to) or that the image should be removed. Image:Mt mauao.jpg also looks like the copyright tag needs revising or the image needs removing.

Ultimately, I think it would be best if some different, free, images were uploaded. I have photos I've taken which I'm happy to upload under a no rights reserved license. If they're not good enough I could also take some other photos at some stage. However, any photos I have taken or will take can't be an aerial photograph like this one, for obvious reasons.
