[edit] Plot synopsis
The episode begins with Captain Stottlemeyer and Lieutenant Disher interrogating a suspect on the street when Brian Babbage (Matt Winston) runs his car repeatedly into theirs, gives them the middle finger, and then drives off, colliding with an oncoming truck moments later.
Months later, Babbage's sister Amanda receives a package that explodes when she opens it. A few hours later Federal ATF agents and local police arrive on the scene. Captain Stottlemeyer is bitter because "the ATF is in charge and they aren't shy about saying so". He is also angry because the Agent Grooms (Josh Stamberg), the lead investigator, is treating the SFPD in a condescending manner.
Brian's other brother Ricky arrives at the house. Monk notices that the bomb had an elaborately-tied knot, and when he sees the poor job that Ricky did of tying his surf board to his car, he is convinced that Ricky is not the bomber. His sister also moved into the house two months earlier, but the bomb had an address forwarding label on it.
He knows that Brian did it, even though he has been in a stage 9 coma for four months. Eventually, Monk discovers that Brian had glued the packages to the top of several mailboxes with just enough adhesive so that they would fall down after a certain period of time. In the meantime, Brian had intended to get himself arrested and thrown in jail, but instead he was hit by the truck and went into a coma. As Dr. Kroger is out of town for three weeks, Monk confides in the comatose Brian, accidentally unplugging his ventilator. Instead of killing Brian, though, the incident helps him. In the end, Babbage awakens and is arrested by the police.
