I have amended this article to correct factual inaccuracies related to motorcycle headlamp laws and headlamp modulators. There is no provision in FMVSS 108 or any other US Federal regulation requiring motorcycle headlamps to be operational when the engine is running, and never has been. This is a matter of voluntary industry action.

Despite opinions popular amongst certain motorcycle advocacy groups, there are no scientific studies supporting the use of modulators to improve motorcycle conspicuity or safety. Fortunately, there is intensive ongoing research in the US and worldwide regarding optimal solutions to the problem of motorcycle conspicuity, especially in relation to increasing use of DRL on cars, trucks, buses, etc.

I have also removed unencyclopædic sections that were lifted verbatim from an instruction sheet packaged with a particular brand of headlamp modulator.
