Mixed Excitation Linear Prediction

Mixed Excitation Linear Prediction is a DoD speech coding standard used mainly in military applications and satellite communications. There are various versions of the codec, for example, MELPe (enhanced). In general, newer versions provide better speech quality and / or lower bit rate.
