Abel is the elderly security guard at Megakat Biochemical Labs in The Origin of Dr. Viper. He mans the front desk in the lobby, and often either sleeps or reads comic books while on duty.

Al is the pilot of the Kat's Eye News helicopter. He appears in the episodes The Wrath of Dark Kat, Night of the Dark Kat and Chaos in Crystal. Although unvoiced in his third and final appearance, Al was voiced by Frank Welker in The Wrath of Dark Kat and by Rob Paulsen in Night of the Dark Kat. An extremely cautious individual, he has nothing but contempt for Ann Gora's reckless nature, several times refusing to fly the helicopter into dangerous situations, such as when Hard Drive took control of the Turbokat.

Chopshop is a very minor villain in the series, appearing in only one episode. Dubbed (falsely) the SWAT Kats' most elusive adversary by Kat's Eye News, Chopshop was faced by the SWAT Kats prior to their battle with Hard Drive when he had the anti-weapon scrambler. Chopshop attacked the Megakat Trade Towers with his high-tech, jet-powered helicopter. He successfully eluded the Enforcers, but not the Swat Kats. The final straw came when it was discovered that Chopshop's missiles were blatant copies of the SWAT Kats' Turboblades. Razor gave the villain a taste of the real thing, and then Chopshop's helicopter was seized by hooks on cables, causing him to crash. He bailed out and took popshots at the SWAT Kats for a while with a small laser gun until the Enforcers arrived and took him into custody.

For such a minor character, Chopshop is the center of much debate among fans of SWAT Kats. Many believe that Chopshop is in fact not a cat but a hyena, based on the fact he has a rather high-pitched, whining laugh, and because T-Bone even refers to him as a "laughin' hyena."

Fango is a catnip smuggler who appears in the episode The Metallikats. When Mac and Molly Mange were sent to Alkatraz, Fango and the others went along with Katscratch when he took over the gang. When they came back as the Metallikats and killed Katscratch for his betrayal, Fango and the remainder of the gang (three identical looking mobsters) attempted to get back on Mac and Molly's good side by volunteering to join up with them. But the Metallikats had decided to go solo, so Mac tossed an exploding cigar at the by-now terrified mobsters, which blew up and set the whole building on fire. Luckily for them, however, the SWAT Kats detected the explosion and put the flames out with a foam bomb, saving them. Later, a badly injured Fango informed Commander Feral of Mac and Molly's return, and their next target - Mayor Manx.

Fungus Face, also known as Fungus Fingers, is Dr. Viper's assistant in the episode Katastrophe. Although he has no dialogue, his growls and snarls were provided by Frank Welker. He was a large creature shaped like a green mushroom, with glowing red eyes, a cat nose and cat ears on top, and several tentacles. He helped Viper break into Megakat Biochemical Labs at the beginning of the episode, ravenously devouring the two security guards on duty. Later, during Viper's time as a member of Dark Kat's Alliance of Evil, Fungus-Face remained close by his master's side and even actively participated in one of the group's schemes to kill the SWAT Kats. Like most of Viper's monsters, Fungus-Face was nearly impossible to destroy: he survived at least two explosions, one which was powerful enough to splatter him all over the Turbokat. Unlike most of Viper's creations however, he was actually (for the most part) sentient, and even had a personality.

Fuzzy is the comical co-host of the popular David Litterbin Show. He appears in the episode Enter the Madkat, although he has no lines aside from a befuddled "Huh?" in one scene and it is not known who did his voice. Fuzzy's primary function on the show, other than allowing David to make fun of his taste in bad fashion, seemed to be to pick out "stupid letters" from among David's fan mail for him to make fun of.

Captain Grimalken is the leader of the Aquians in the episode When Strikes Mutilor, voiced by Michael Bell. The Aquians are a race of blue-furred, cat-like aliens who are (apparently) water merchants. They are nonviolent by nature and will allow themselves to be taken captive and imprisoned rather than stand up to aggressive enemies. Grimalken was the captain of the water freighter which was stolen by the space pirate Mutilor and his henchmen for use in their water-stealing capers.

Grimalken and his crew were kept prisoner within a force field prison by Mutilor (who often stopped by to gloat over his captives) until they were freed by the Swat Kats. Because of the nonviolent lifestyle of the Aquians, Grimalken initially refused to help the Swat Kats fight against Mutilor, but at a crucial moment he did kick one of Mutilor's henchmen to the floor when he noticed him going for a blaster (this marks the only time an Aquian has ever resorted to any sort of physical violence). As thanks for getting rid of Mutilor and giving him his ship back, Grimalken and his crew used some of their "high-speed space technology" to repair the Turbokat, which had been damaged in an aerial battle against Mutilor's henchmen.

Henson is Dr. Abby Sinian's assistant who appears in the episode The Deadly Pyramid. He has only one line ("Come back!") and it is not known who voiced him. When Randall runs into the lost pyramid after the Pastmaster, Henson and Dr. Sinian chase after the brash photographer to try and stop him. They end up being chased by the Pastmaster's giant mummy warriors, but Henson is saved along with Sinian when the SWAT Kats airlift them to safety aboard the Turbokat with the help of Cybertron. Later Henson is returned safely to the Megakat City Museum of History with Sinian.

Jack and Tom are grave robbers who appear in the episode The Pastmaster Always Rings Twice. They are voiced by Earl Boen and Charlie Adler, respectively. Jack, the larger of the two, was clearly the more intelligent albeit not as bold as his friend Tom, who was far more ambitious. While digging around in an old cemetery the pair accidentally free the Pastmaster from his eight-hundred-year imprisonment within the Casket of the Ages. At Tom's suggestion they try to capture the Pastmaster to sell him to the Megakat City Museum of History, only to be chased from the cemetery when the evil wizard sent two reanimated cat zombies to attack them. In an unusual display of mercy, though, the Pastmaster allowed the two crooks to escape.

Katscratch is a gangster who appears in the episode The Metallikats, voiced by Jim Cummings. Always chewing on a toothpick, Katscratch was formerly employed by Mac and Molly Mange. He dealt in the catnip trade with his partner Fango. When Mac and Molly were arrested and sent to Alkatraz, Katscratch and his gang quickly took over the catnip trade in Megakat City, formerly run by the Manges. However, this was short-lived. Mac and Molly soon escape from Alkatraz and become the seemingly indestructible Metallikats, then go on their citywide spree of revenge. Katscratch is their first target: They interrupt his and Fango's latest catnip smuggling operation, and one laser blast from Mac's Multi-Weapon flash-cooks this hoodlum for good.

Katscratch's name is apparently a reference to the song Cat Scratch Fever.

Katzmer appears in the episode Enter the Madkat. He is an elderly cat of some nondescript Asian origin, voiced by James Hong, who owns an antique shop called Katzmer's Curios. This small, unassuming old cat had in his possession a haunted "cat-in-the-box", possessed by the spirit of Madkat. Katzmer apparently studied Madkat's history as a hobby, for he was able to tell escaped lunatic Lenny Ringtail everything about the long-dead jester when Ringtail came by his shop. After Ringtail stole the cat-in-the-box and allowed himself to be possessed by Madkat's ghost, a distraught Katzmer went straight to Enforcer Headquarters. The less-than-helpful Lt. Commander Steele (who was filling in for Commander Feral) was more interested in kicking back in Feral's office than helping Katzmer, forcing the old shopkeeper to wait all day. Luckily for everyone, the SWAT Kats paid Enforcer Headquarters a visit in order to protect Deputy Mayor Briggs, and Katzmer was able to tell the vigilantes Madkat's only weakness, which led to the villain's defeat. It is not known if Madkat's haunted cat-in-the-box was returned to Katzmer following these events.

Dr. Konway is the biochemist in charge of the biotech lab at Enforcer Headquarters in the episode Mutation City, wherein he was voiced by Jim Cummings. When Dr. Viper flooded Megakat City with a "hideous, mutating ooze", it was Konway who figured out that it was Katalyst X-63. He also discovered how to reverse the effects of the catalyst using anti-mutagens.

The unnamed Lieutenant is the female cat who is the second-in-command of Turmoil in Cry Turmoil. At least she was until Turmoil appointed T-Bone her flight commander. The Lieutenant's primary function was manning the controls of Turmoil's flying aircraft carrier, a job she continued to do even after T-Bone joined their team. When T-Bone destroyed the ship using remote detonators, the Lieutenant, wearing a parachute, advised Turmoil that they had to abandon ship. The Lieutenant was presumably arrested by the Enforcers after she jumped ship.

Cyrus is the warden of Megakat Maximum Security Prison in the episode Chaos in Crystal and is voiced by Jim Cummings. Meece's greedy exploitation of his prisoners to get wealthy ultimately leads to his undoing. Meece institutes a new work program wherein inmates of the prison can dig for diamonds in the nearby mines. He hires Dr. Lieter Greenbox to build the Gemkat 6000 in order to speed up gem production, but the device is flawed. After his accident, Rex Shard proceeds to the prison and seeks revenge against the Cyrus. Meece is crystallized by Shard's touch. Shortly afters, a clumsy Dr. Greenbox accidentally knocks the crystallized Meece over, causing him to shatter into pieces.It is unknown if he dies,as the series does not usually show anyone dead.

Dr. Ohm appears in the episode SWAT Kats Unplugged. He was voiced by Andre F. Stojka. He was a scientist at Puma-Dyne Labs who created the anti-weapon scrambler. He planned to give it to the Enforcers, but it was stolen right out from under his nose by Hard Drive. Ohm was ordered by Commander Feral to build a device capable of countering the effects of the first one, and although he didn't finish it in time, it didn't matter, as the SWAT Kats eventually defeated Hard Drive.

The Little Old Lady, known by no other name, is an elderly citizen of Megakat City who appears in the episodes Night of the Dark Kat and Enter the Madkat. She is voiced by Candi Milo. In both episodes, she is depicted as having car trouble, and she belongs to the Megakat Auto Club who send Chance and Jake out to tow her blue sedan. In Night of the Dark Kat, she complains that they are late arriving and says she ought to get the tow for free. An attack in the city by Hard Drive results in Chance and Jake speeding off and leaving the old woman stranded, with her threatening to report them to her auto club. However they dutifully return at the end of the episode to pick her up, and offer pizza and free tuneups for her car as compensation for leaving her.

Her appearance in Enter the Madkat is similar to her first one. She is found broken down on a lonely road by Chance and Jake, who jumpstart her car for her. She then speeds off. No reference is made to their earlier encounter in the previous episode and it is entirely possible the old woman forgot about them in the interim.

Randall is a photographer assisting Dr. Abby Sinian in the episode The Deadly Pyramid, voiced by Perry King. He works for the Megakat Geographic Magazine (a parody of National Geographic). When the Pastmaster raises the lost pyramid of Katchu Picchu, Randall, hoping to win the "Purrlitzer Prize" with a photo of the evil wizard, follows the Pastmaster inside the structure against the warnings of both Dr. Sinian and her assistant, Henson. Spotted by the Pastmaster, Randall flees the pyramid with the giant mummies chasing after him. He takes the excavation camp's only jeep and drives away, leaving Dr. Sinian and Henson behind. He crashes after one of the mummies shoots the jeep with its laser weapon, then gets up and runs away on foot.

Lenny Ringtail appears in the episode Enter the Madkat, an insane former comedian voiced by Roddy McDowall. Ringtail lost his mind after his rival David Litterbin won the title of "King of Late Night" instead of him, and he was committed to the Megakat Asylum For the Insane and Katatonic. After escaping from the asylum during a blackout by overpowering an abusive orderly, Ringtail, on the run from the Enforcers, hid an antique shop called Katzmer's Curios where he discovered a haunted cat-in-the-box possessed by the ghost of an ancient jester named Madkat, whose life story, told by the shop owner, mirrored Ringtail's own. Wanting revenge against Litterbin and the others who locked him away, Ringtail allowed Madkat to inhabit his body.

It is unknown how much of the resultant villain was Ringtail's personality and how much was Madkat's, but since the villain is called Madkat and dislikes being called Ringtail, it is obvious that Madkat was the dominant personality during his time in Ringtail's body, with Ringtail merely a puppet. Following Madkat's defeat and separation from Ringtail, Ringtail was stopped from escaping with the cat-in-the-box by Razor and Commander Feral, who both punched him at once and knocked him out. Ringtail then went on to appear as a last-minute guest on The David Litterbin Show (albeit in a straitjacket), during which he intended to write a book about his experiences, entitled "Madkat and Me."

Smitty, appearing in Katastrophe and voiced by Frank Welker, is the clerk in charge of the evidence lockup at Enforcer Headquarters. Commander Feral gives him a baggie containing some of the SWAT Kats' cement slugs and tells him to log them in. While doing so, he fails to notice Dark Kat's Creeplings break in and steal the heads of the Metallikats, because he is listening to music loudly.

Tabor appeared in the episode Bride of the Pastmaster, and was voiced by Frank Welker. Tabor is leader of the knights who defend Megalith City and serve Queen Callista. He is a tough, no-nonsense individual who is completely loyal to his queen. Regardless, he openly voices his opinion that she should not trust the SWAT Kats (recently flung into the Dark Ages by a Time Vortex) because they wear masks, and he believes only criminals had a reason to conceal their identity. In time, though, the Swat Kats would earn Tabor's trust by rescuing Queen Callista from the clutches of the evil Pastmaster.

Talon and Lem appear in the episode Chaos in Crystal, and are both voiced by Charlie Adler. The two work as guards at the Megakat Maximum Security Prison and are assigned to look after Rex Shard while he tests the Gemkat 6000. Talon was heavyset and short-tempered, while Lem was thinner and more levelheaded and wore green-tinted sunglasses. Following Shard's accident, Lem is the convict's first victim of crystallization. Talon attempts to escape in their paddywagon but is captured by Shard and crystallized as well. However both guards are restored to their normal, living selves at the end of the episode after the SWAT Kats defeated Shard and fixed everything he'd done.

Taylor appears in the episode Caverns of Horror, the foreman of the miners employed by the Megakat Metallurgical Company. He was voiced by Charlie Adler. A very levelheaded individual, Taylor was chosen by his fellow miners to confront Tiger Conklin and voice their refusal to go back into the mines when several of their coworkers had disappeared. When Conklin refused to listen, Taylor called in the Enforcers. After their arrival, he told Felina Feral the whole story and showed her where the other miners had vanished. When the mine began to cave in as the result of a nervous Enforcer commando, Taylor got everyone back to the lift and up top, with some help from the SWAT Kats who pulled the lift the rest of the way up when the shaft began to collapse.

Traag is Mutilor's assistant in the episode When Strikes Mutilor. Traag was a short, green, crocodile-snouted alien with tapering tentacles and spindly arms. He assisted "Lord" Mutilor on the bridge of the stolen Aquian water freighter, and his primary function seemed to be to keep Mutilor updated on the progress of their water-thefts. He also manned the communications console, keeping Mutilor in touch with important clients, and served as a lookout for incoming threats. A bootlicking fawner, Traag never missed an opportunity to compliment Mutilor on even the most minuscule of achievements. Unlike his leader, Traag survived the attempted theft of the cat world's water supply. Following Mutilor's death at the hands of the SWAT Kats, Traag and the rest of Mutilor's henchmen were taken into custody by the Aquians.
