Jesse Ventura was elected governor by only 37% of the vote.

Ventura ran under the Reform Party, and successfully beat candidates from the generally stronger parties: Republican's Norm Coleman and DFL's Hubert H. "Skip" Humphrey III.

Minnesota elects by plurality and doesn't have any threshold support requirement or a runoff process.
