I believe this image qualifies as fair use on the Minamata disease article because:
- the photograph succinctly illustrates the wastewater discharge from the Chisso factory in Minamata
- the historic photograph of the pipe in question cannot be reproduced
- the image is of low resolution and will not damage the copyright value of the original photograph
