Military College of Signals was raised immediately after partition of the Indo-Pak Sub Continent in 1947 as School of Signals, with the task of training officers and selected Non Commissioned Officers of the Corps of Signals of Pakistan Army. The School had to be raised from a scratch because the signal training facilities of undivided Indian Army were located either at Poona or Jabalpur. Both these cities are now part of India. Lt Col C.W.M. Young, a British Officer of the Royal Corps of Signals was the first commandant of the School. During the early years, due to the shortage of training facilities in the country in the field of telecommunication, a number of officers and men were trained at School of Signals, United Kingdom, and subsequently at US Army Signal School at Fort Monmouth, New Jersey. The College, since its raising has undergone various phases of expansion to meet the requirements of the Corps of Signals.
The status of the School was raised to that of a College in 1977, when it was affiliated with University of Engineering and Technology, Lahore for Telecommunication Engineering Degree programme.
The College was affiliated with National University of Science and Technology, in 1991 and since then it has progressed phenomenally as a center of quality education. Today the curriculum is not only confined to merely undergraduate level but MCS is also running MS and PhD courses.

Military College of Signals is located in the heart of Rawalpindi on Humayun road Lalkurti , closer to the General Headquarters and Combined Military Hospital. College is approximately 5 kilometres from the Islamabad International Airport, 3 kilometres from the Rawalpindi Railway Station. Prime shopping centre of Sadder is about 2 kilometres from the college. 24 hours rail, road and Air transportation facilities are available.

It offers undergraduate degrees in Electrical Engineering and Computer Software Engineering and graduate degrees in Electrical Engineering Computer Software Engineering and Information Security. The graduate degree also leads to PhD.

The college has two student bodies namely Telecom Society and Software Society which are responsible for arranging workshops, seminars, short courses and other such activities.

An association of old students of the college has been established named as Signalianz. Complete database of all graduates has been maintained and is updated on regular basis by Alumni Office in Examination Branch of the college. The Association has a very comprehensive organization, mandate and charter. It helps the needy students in terms of scholarship etc on merit basis. It also guides and makes efforts to provide internship and job opportunities to the fresh graduates of the college. Annual get-togethers of the associations are held under the administrative arrangements of the college. With the passage of time the association is likely to flourish for being more beneficial to the students of the institution.
A website named Signalianz managed by the old students has also been launched for better interaction and coordination between the students.
