After playing for South Africa U21s and the South African national rugby league side, Horka was signed as an 19-year old by Bob Dwyer for Leicester Tigers and became Leicester's first choice full back, replacing the retiring John Liley and ahead of Fijian international Waisale Serevi. He left Irish in 2000 but re-signed in 2001. His solitary England cap came against Argentina on 22 June 2002.
