I have a source (Pitt's LA A-Z), that says MALDEF challenged a number of voting regulations based on the rules laid down in the Civil Rights Acts of 1975 and 1982, specifically at-large districts and certain registration requirements. But I can't figure out which law they are referring to, or what exactly the at-large bit means, so I didn't want to add it; but I thought it relevant, so I'm mentioning it here.
