The film centers around former Gulf War veteran turned mercenary John Seeger (Seagal), who fought in Africa for the CIA in an attempt to have him killed. He returns back to America alive, but the Agency is still looking to kill Seeger. To do so, CIA operative Dresham (Goss) cuts a deal with Chapel (Smith) so that Seeger will be forced to take another job that will allow the CIA to assassinate him.

To do this, Chapel contracts a Greek millionaire who's son is currently in prison in Cape Town, but will be transferred to America soon afterward, for his team of mercenaries to free him. Seeger initially refuses, instead opting to stay home and take care of the wife and son of friend Radio Jones, who was killed in action in Africa. Seeger changes his mind however, when he finds that they've been held hostage.

Seeger and the band of mercenaries head to Cape Town, with the CIA following them, but the tables soon turn, and Seeger and a small amount of the mercenaries who came (and followed) him soon hatch a plot that will bring down both Dresham and Chapel, while also bringing Radio's wife and son home safely.

  • The film is criticized by fans for showing Seagal killing innocent police officers and bank employees.
  • When the project first surfaced, the title was Repentance. It was later changed to Mercenary, but a couple months before its release date was lengthened to its current title.
  • Principal photography was on location in Cape Town, South Africa.
  • At about 54 minutes and 52 seconds into the movie, during a fight scene, you can clearly hear a crew member yelling "Cut!" in the audio track as Seeger picks his victim off the ground.
