Outside opinions:

Oppose. Any editor whom respected admins view as a possible troll is problematic. Another probleem is this editor's age (11, from what I understand). The editor also does not seem to realise many of Wikipedia's policies. The limited interaction of mine with this user seems to suggest the above (nominating Miami, Queensland for GA, when it's not even complete?)
