Mayor Manx is the mayor of Megakat City in the animated television series SWAT Kats: The Radical Squadron, voiced by Jim Cummings. He appears in most episodes of the series, is an avid golfer who speaks with a pronounced Irish accent, and is going bald and wears an obvious toupee. He is in his tenth term as of The Giant Bacteria, and after The Ghost Pilot, where he was running for re-election, he is still the mayor which means that by the final episode of the show (Unlikely Alloys) he has somehow managed to remain the mayor for a total of eleven terms. How he manages this is a mystery, since he is not only slightly corrupt but also extremely lazy and cowardly, preferring to let Callie Briggs do all the real work for him, while he only makes public appearances when he has something to gain (usually a park or museum wing or something else that is going to be named after him), and he seems to piggyback on the Manx family name - his great-grandfather was the war hero known as the Blue Manx. His opinion on the SWAT Kats tends to vary from episode to episode, and seems to depend solely on whether or not he actually needs them. If he does, then he is very pro-vigilante, but when he doesn't, he speaks out against them.

- Mayor Manx is a great golf player, and enjoys playing golf more than work in his office, leaving the work to Callie Briggs.
- There's at least two monuments in MegaKat City with the name of Mayor Manx, being one of them a park with a statue of his, and a museum gallery.
- Mayor Manx's limousine is destroyed two times during the entire show.
