The communist government allocated substantial resources to the development of agriculture. Large-scale programs of land reclamation, soil improvement, and irrigation, as well as increased use of fertilizers, all contributed to a significant expansion of agricultural production. Yet, despite impressive gains, agricultural production continues to be hindered by the persistence of traditional farming methods, low mechanization, and a lack of material incentives to encourage farmers to produce. This lasting legacy of the forced collectivization of agriculture and the abolition of private property has made it necessary to return land to the peasants and allow them to raise crops and livestock for private profit. The expansion of private agriculture is intended to pave the way for the introduction of new farming techniques and mechanization.

Maver1ck! I suggest you re-read over the WP:3RR and slow down with the reverting.

Remember to assume good faith, even from anons. It's a little bit rude to remove something like a mergeto tag without so much as an explanation, I think.

I notice the 'image' page specifies that the image is being used under fair use, but its use in Wikipedia articles fails our first fair use criterion in that it illustrates a subject for which a freely licensed image could reasonably be found or created that provides substantially the same information. If you believe this image is not replaceable, please:

  1. Go to the image description page and edit it to add {{Replaceable fair use disputed}}, without deleting the original Replaceable fair use template.
  2. On the image discussion page, write the reason why this image is not replaceable at all.

Alternatively, you can also choose to replace the fair use image by finding a freely licensed image of its subject, requesting that the copyright holder release this (or a similar) image under a free license, or by taking a picture of it yourself.

If you have uploaded other fair use media, consider checking that you have specified how these images fully satisfy our fair use criteria. I don't believe it's a tagging issue. The problem is that it's a fair-use image, and it seems to me that somebody could go down and take a new picture of the complex and release it under a free license, so therefore we shouldn't be keeping this one. —Chowbok 15:52, 18 February 2007 (UTC)
For us to be able to use it, they need to license it under terms that allow for anybody to copy it for any purpose, without permission. —Chowbok 18:22, 18 February 2007 (UTC)
