I have moved South Africa back to Semi-Presidential System. I agree that South Africa does not have a Prime Minister. However:
1. It does have a Deputy President, who is a Member of the National Assembly and Responsible to it - this is a characteristic of Prime Ministers. 2. The Ministers are Members of the National Assembly and Responsible it. 3. The Deputy President and Ministers are removable on a vote of non-confidence - this is a Parliamentary Feature.
In fact, Since the President is elected by the National Assembly the system is closer to Parliamentary than Semi-Presidential. It is only Semi-Presidential because the President once elected is immovable. I have left relevant quotes from the Constitution of South Africa on the talk place of List of countries by system of government.

I see you've changed the spelling from Luthuli to Lutuli. The official spelling of the name of the order, as per the Government Gazette, is Luthuli, with an "h" and, AFAIK, that's still the generally used spelling for the late Chief's surname.
I think the entry for the order should stick to the official spelling of the name.
