Garou: Mark of the Wolves (餓狼 MARK OF THE WOLVES Garō Maku Obu Za Urubusu?) is the ninth and final game in the Fatal Fury series, set ten years after the death of Geese Howard in Real Bout Fatal Fury. In what was considered to be the Fatal Fury equivalent to Street Fighter III, this game takes place a full generation later, and like Street Fighter III, discards nearly all of the recurring characters (except Terry Bogard) in favor of new ones. The game is known for pushing the capabilities of the Neo-Geo to their limits. Second to The King Of Fighters, SNK's prime and legendary saga in popularity, Mark of the Wolves borrows some characteristics from The King Of Fighters mainly in the style of drawing, the kind of hits/collision detection, the modern style of the music and the general rhythm of the fighting system of it. Unlike previous entries, the game bore the Japanese Garou label instead of the English Fatal Fury in its English localization. The North American Dreamcast release of the game, however, was entitled Fatal Fury: Mark of the Wolves.

- Terry Bogard: The Hungry Wolf is back and sporting a new look with his blond hair now trimmed and donning a sheepskin jacket with his usual white t-shirt underneath and blue jeans. With his new look and older age, Terry's skills have also developed, including his new Desperation Move - The Buster Wolf, however he cannot perform his original trademark move, the Rising Tackle anymore, having passed the technique down to Rock Howard.
- Rock Howard: The son of Geese Howard and protégé of Terry Bogard, he is the main hero of the game. His fighting style combines techniques of both Terry and Geese, giving him an edge on the offensive and defensive game.
- Kevin Rian: A high-spirited police officer of South Town, he is also a friend to both Terry and Rock. He fights using Sambo, similar to Mary, although much of his style revolves more around direct attacks than grappling.
- Bonne Jenet: A female pirate who has a crush on Rock Howard[citation needed] and is always looking for treasure. Her fighting style relies on powerful multi-hitting projectiles, and swooping in attacks to catch opponents by surprise.
- Kim Dong Hwan: He was taught by his father, Kim Kaphwan, and has a friendly rivalry with his brother Kim Jae Hoon. He is more of a show off than his brother, relying more on aerial attacks and juggles.
- Kim Jae Hoon: He was taught by his father, Kim Kaphwan, and looks up to him a lot, so he fights more like him, with a combination of high and low attacks with plenty of power behind them, however he isn't nearly as fast as Dong Hwan.
- Gato: A powerful fighter always in search of strong enough opponents. He is the older brother ofHotaru Futaba, however his actual background aside from that fact is a complete mystery.
- Hotaru Futaba: The little sister of Gato. She searches for her brother.
- Hokutomaru: A ninja who trained under Andy Bogard. He his extremely fast and crafty, making him a very un-predictable opponent to deal with.
- Khushnood Butt: Known as Marco Rodriguez in Japan. Using the same style as his master, Ryo Sakazaki, Butt is an expert of Kyokugen Karate.
- Tizoc: Also known as The Griffon, Tizoc is a famous wrestler in Second Southtown and is seen as a hero in the eyes of children.
- Freeman: A mysterious serial killer that fights using many slashing movements with his hands as if they were claws. Not much else is known about him except that he killed a friend of Kevin Rian, and injured Kim Kaphwan in a fight.

- Grant: (The sub-Boss) A dark master of Ankoku Karate, who is the bodyguard of Kain R. Heinlein.
- Kain R. Heinlein: (The final boss) The mysterious host of Southtown's King of Fighters: Maximum Mayhem tournament. He is also the uncle of Rock Howard, being the brother of Rock's mother.
