The most common college made for agriculture in the municipality of Mandaon is the Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT), named after the former congressman of the province, Dr. Emilio B. Espinosa, father of the current second district representative of Masbate to the House of Representatives.
