This is Mandy from the Grim Adventures of Billy and Mandy, and this girl runs everything. There are many characters in this show and Mandy is the most devious of them all. Not even the Grim reaper can hold this evil one back because once she begins her quest for world domination, you better run because there is no stopping her.
