Are you sure this is public domain picture, Garlics82? The Malaysian government agencies seems to like to copyright almost all their publications. I see "© 2004 Kementerian Penerangan Malaysia. Hakcipta Terpelihara." at the bottom of pages on that http://www.kempen.gov.my/ -- sabre23t 13:22, 20 Sep 2004 (UTC)

Thanks for your concern. It's about time someone else guide me in this. I reveted it back to unknown for the time being. I really don't know what to do with it, since "coat of arms" is something that belongs to a country(isn't?). Must I get permission then? (From who? the webmaster or the creator of the image). Same question applies to the rest of the coats of arms that I have uploaded. I have been writing in to the site's webmaster where I obtained the images' copyright status.
  1. The reply from INTERNATIONAL CIVIC ARMS said that they get thier images of coats of arms by scanning from books or sent in by thier users. One is allowed to use them as long as they are used in an encyclopedia or similar, it should be no problem. eg: Image:Eritrea_COA-color.jpg
  2. images taken from website at FOTW Flags Of The World. eg: Image:Egypt_COA.gif
How about FairUse? is it applicable? Since I'm not staying in US. I tried to get references from the rest of the images-List_of_national_coats_of_arms, although not necessary a correct way, however, often the images don't have a specify licence by the users. A majority of them don't even have a line of description. Some of the images state public domain, eg:Image:Englishcoatofarms.png, therefore, I followed (though, not necessary true). Does the same principle of National Flags applies to coats of arms? Sorry to ask you so many question, just that I have so many doubts in doing this esp dealing with copyright issues and I really need some guidance. Thanks. --Garlics82 02:35, Sep 21, 2004 (UTC)
I'd say tag this image as FairUse for now. Fair use includes using a "a reduced portion of a work as part of a description ... of that work" that may apply in this case, especially if you did the reduction.
It may be CopyrightedFreeUse based on the respond you get from webmaster@kempen.gov.my, who'll I'm sure ask the creator of the image if different.
The best is of course to redraw this Malaysia coat of arms from scratch using all the available information/pictures about it. Then you can release the new image under GFDL. We also get the added advantage of having bigger and clearer image. For example see Image:Nottingham shield.png and List of academic coats of arms created by Lupin using Inkscape an open source vector graphics editor. ;-)
