Lower Elements Police

The Lower Elements Police is a fictional law enforcement organization of the fairy People, who live in the Lower Elements (underground) in the Artemis Fowl book series.
The L.E.P is made up of several different units, as with all police forces. Overall, their job is to maintain order and to stop humans from getting word of their existence.

This department plays the principal role in the series because both Julius Root and Holly Short were members of it. The role of this department is most importantly to track down escaped goblins or other various escaped prisoners, especially those that are pleading with humans for asylum, or catch black market dealers that sell to both faires and mud men. This is one the reasons that Mulch is so well acquainted with Julius Root and Holly Short, as they have helped keep him in prison, his prison record being much longer than the life of an average Mud Man (human). Basically they serve as mainly an elite scout force, one with a notoriously high fatality rate, especially when contingencies come up in their missions. This departments has created the name Leprechauns, as they were often sighted in the early days by humans with uniforms resembling the Irish folklore of them, green hats, etc...

This is one of the strongest departments in the L.E.P. While Recon tracks down criminals, rogue trolls, etc., it is Retrieval's principal job to actually be the ones who come in, apprehend the criminals, and mind-wipe the humans who have seen them. Yet some officers, such as Holly Short and Trouble Kelp, have a record for going in without them, often jeopardizing their jobs. They are mentioned in Artemis Fowl (book), as the best and the brightest of the L.E.P, though they were single-handedly beaten and had their equipment confiscated by the manservant Domovoi Butler.

Section Eight serves as a undercover branch of the L.E.P that focuses on demonology. Wing Commander Vinyaya controls the section. Holly Short joins the force after finding it to her liking.

Mentioned once in the first book, they were called to fix the wall of the restaurant that the troll broke into (before they arrived, the wall was covered with a hologram).
[edit] Other Minor Departments
Some of the minor departments of the L.E.P include Traffic, mainly in charge of traffic, customs and excise, Immigration, who are important for issuing visas to allow fairies to the surface and perform their magic restoring Ritual. Also Ark Sool, mentioned in book 4 is a member of Internal Affairs, the section that deals with rogue LEP operatives. He later becomes Commander when Julius Root dies.
