The cover of a book only serves to promote the book and is usually fair use. This copy also is out of print and otherwise impossible to find. Its education value is therefore increased and in turn so does its chance of qualifying for fairuse.

This image, LotR book1968.png, is being linked here; though the picture is subject to copyright I (MamaGeek (Talk/Contrib)) feel it is covered by the U.S. fair use laws because:

it is a low resolution copy of a book cover;
it does not limit the copyright owner's rights to sell the book in any way; this version of the book is out of print
copies could not be used to make illegal copies of the cover artwork on another book;
