PS, if the copyright policy said not copyrighted "but" can only be used for personal/noncommercial, that would be a contradiction, but it doesn't. It says "and." So adding that you can use it for personal/noncommercial to the fact that it's not copyrighted doesn't actually limit its use--it just gives examples of permissible uses. It also could have said "only" those uses but doesn't. It says "and" those uses. The discussion linked above also references other links to PETA policy saying that nothing is copyrighted, without the weird "and can be used for personal, noncommercial use..."
