Liu Huaqing

This is a Chinese name; the family name is 劉 (Liu).

Liu Huaqing (劉華清, pinyin liu2 hua2 qing1) (b. 1916) was the Commander of the Chinese People's Liberation Army Navy from 1982 through 1988, and is considered to be responsible for its modernization efforts.

He has outlined a vision by which the People's Republic of China would have a navy of global reach by the second half of the 21st century.
