Derived from image:Little red book.jpg, I assert that this use constitutes fair use as parody under US law as used in WP:ROUGE to satirise the slavish devotion to the cult of leadership and rules of life handed down ex cathedra as codified in the Little Red Book, particularly in the case of the version shown which has a quasi-iconographic picture of Mao Zedong on the cover. WP:JIMBOSAID is not part of the canon of the rouge admins.
Other elements are a public domain image of Jimmy Wales taken from Commons and reproduced at low resolution, and the Wikipedia globe with mop added as used in Image:Admin_mop.PNG, also fair use as (a) very low resolution and (b) parody. Doesn't admin-mop.png violate the rules some way? Guy (Help!) 17:26, 6 April 2007 (UTC)

This image is of a book cover, and the copyright for it is most likely owned either by the artist who created the cover or the publisher of the book. It is believed that the use of low-resolution images of book covers
- to illustrate an article discussing the book in question
- on the English-language Wikipedia, hosted on servers in the United States by the non-profit Wikimedia Foundation,
