I really doubt about the reality of this article. I have colleague live in VietNam claim they never use Postal code. I have colleague talk to VietNam postal office and people work there say they don't use postal code. Vietnam Postal Service http://www.vps.com.vn/index.htm mentioned nothing (I cannot even find postal code on their own address)
