A metropolitan area is a labor market. If there is not free movement of labor within between multiple jurisdictions within an area, it cannot be a metropolitan area, because it is not a labor market. On the other hand, continuous urbanization may cross an international border, as in the case of San Diego-Tijuana. But these must be considered adjacent metropolitan areas, not a single area, because there is no free movement of labor.
Only two areas on this list qualify as a single metropolitan area, both partially in Sweden.

The city of Vancouver, BC does not extend into Whatcom county, WA. There are smaller cities further east that might spill over the border, but Vancouver is too far west. It would be similar to claiming Toronto and Buffalo are the same metropolitan area.
