My understanding is that Royal Commissions are appropriately referenced by

  1. the name of the person appointed to head the inquiry, that is
    1. Stewart Royal Commission
  2. the topic of the inquiry
  3. the date the report was provided (or released)

This list needs expansion with these other details, also the logic of the current numbering is not clear to me. Paul foord 10:52, 31 December 2005 (UTC)

Standard Referencing The commission itself is referred to in the same form as set out in the Letters Patent issued by the Governor General of Australia. The report produced will have a seperate title. The RCs are not numbered chronologically, or in any other format.

Standard referencing is

[Jurisdiciton], [Name of Royal Commission], [Title], ([year]).

The reference to Royal Commissions by the name of the Commissioner is common in the media, and the informal, or short form reference, eg the Owen's Royal Commission
