List of minor villains in Naruto

This is a list of villains in the anime and manga series Naruto that only appear as minions of more important villains or as main villains for a single story arc.

Gato (ガトー Gatō?) was a powerful shipping magnate whose shipping company was actually a front for much shadier activities, such as smuggling illegal goods and dealing drugs. He took control of the Land of Waves' shipping routes and created a monopoly by isolating the country from the outside world, preventing free import and export and turning it into an impoverished, hunger-stricken country in the process. He was a cruel, greedy man, also responsible for humiliating and killing Kaiza for being the country's hero, traumatizing Inari, who saw Kaiza as a father figure, in the process. Gato is protected by two bodyguards, Zori and Waraji.

Gato hires mostly missing-nin from Kirigakure — including Zabuza Momochi, Haku, and the Demon Brothers — to assassinate Tazuna and stop him from finishing to build the bridge which would connect the Land of Waves to the outside world and allow its economy to recover; however, after Zabuza's arms were broken in battle with Kakashi Hatake (who was hired to defend Tazuna, along with Naruto Uzumaki, Sakura Haruno and Sasuke Uchiha), Gato assumed that Zabuza would be able to do no damage with broken arms and informs him of his plan to dispose of him since, in his own words, "No one cares what I do to your kind once the job is done." Therefore, he calls a swarm of thugs to finish the job. Since Zabuza was still able to wield a kunai in his mouth, this mistake cost Gato his life. (In the manga, Zabuza chopped off Gato's head with the knife after being struck by several of his cronies. In the anime, Gato was stabbed and slashed several times, then knocked off the bridge.) Zabuza died, and the renegades were scared away by Kakashi, Naruto, and the combined force of the villagers. The bridge, described by Kakashi as "the land's hope," was completed and named the "Great Naruto Bridge" by Tazuna.

His name is spelled with and without a circumflex in the English manga. The revised Hepburn romanization is Gato. The first official data book spells his name as "Gatoh". Coincidentally, the character looks almost exactly like his voice actor, Fred Tatasciore.

The Demon Brothers (鬼兄弟 Onikyōdai?) are Chunin-level ninja from Kirigakure who have since become missing-nin. Now under the command of Zabuza Momochi, another missing-nin from the same village, they contract out their ninja abilities to paying clients. Each brother wears a large, metal gauntlet (with poisonous claws) on opposite arms that are connected by a spiked chain that they operate in unison. Surrounding their opponent with the chain, they are able to constrict the chain to the point of severing their target into several pieces. When they attempted to assassinate Tazuna — who Kakashi Hatake, Sasuke Uchiha, Naruto Uzumaki and Sakura Haruno were hired to protect — Naruto, it being his first battle, freezes in fear and is about to be killed, only to be saved by Sasuke and Kakashi. Kakashi deals with the two easily after seeing who their main target was. What happened to them after their capture is not elaborated upon.

Gozu (業頭 Gōzu?) is the elder of the two brothers. He is the first knocked unconscious by Kakashi after he poisoned Naruto's hand with his gauntlet. He is later seen awake tied to a tree alongside Meizu, his younger brother. Wears gauntlet on his left arm.

Meizu (冥頭?) is the younger of the two brothers. He is the second to be knocked out by Kakashi when he was charging full speed to kill Sasuke, Sakura, and Tazuna. He is later seen awake tied to a tree alongside Gozu, his older brother. Wears gauntlet on right arm.

Waraji (ワラジ?) is one of Gato's two bodyguards, the other being Zori. He was defeated and tied up by Naruto when he tried to kill Inari and take his mother, Tsunami, as a hostage. Like Zori, he is skilled in Iaidō, though Waraji is left-handed, while Zori is right-handed.

  • In Japanese tradition, waraji (草鞋) are sandals made from straw rope that in the past were the standard footwear of the common people. Now they are mostly worn by traditional Buddhist monks.

Zori (ゾウリ Zōri?) is one of Gato's two bodyguards, the other being Waraji and was the one to execute Kaiza. He was defeated and tied up by Naruto when he tried to kill Inari and take his mother, Tsunami, as a hostage. He is skiled in Iaidō just like his partner Waraji, only Zori is right-handed.

Baiu (バイウ?) is a short, stubby ninja, who, with his teammates Shigure and Midare, confronts Gaara and his team in the Forest of Death. Not much is known about him, except that he wears a bamboo hat on his head, carries two oilpaper umbrellas on his back (although in this scene on the right he is mistakenly drawn with one umbrella) and what appears to be an oxygen tank. Gaara uses Desert Coffin followed by Desert Funeral to kill him and his two teammates.

  • 'Baiu' (雨期) means 'rain during the rainy season' or simply 'rainy season' in Japanese, an obvious testament to his village.

Midare (ミダレ?) is an average-sized ninja, who, with his teammates Shigure and Baiu, confronted Gaara in the Forest of Death. Not much is known about him, except that he wears a bamboo hat on his head, carries two oilpaper umbrellas on his back, and what appears to be an oxygen tank. Like his teammates, he is killed by Gaara.

Shigure (シグレ?) and his teammates, Baiu and Midare, confronted Gaara and his siblings in the Forest of Death. Not much is known about him, except that he carries nine oilpaper umbrellas (seven in the anime) on his back and what appears to be a concealed oxygen tank. He has a sort of scar on his face that runs from the length of his right cheek into his right eye, probably blinding that eye. He also has part of the right side of his mouth stitched up. He tried to attack Gaara with his Sprinkling Needles, only to have Gaara's sand block every needle. Being the only one to attack Gaara, Shigure was the first to die.

  • "Shigure" (霧雨) is a type of drizzle or rain shower in late autumn or early winter in Japan, an evident reference to his village.

The members of this Rain Genin team all wear breathers, matching wetsuits, and a cloth over their eyes. Each member has a different number of eyeholes in the cloth. They specialize in genjutsu and illusionary clone techniques, which they use to confuse and tire their opponents before attacking.

Early in the second test of the Chunin Exam, Oboro transforms into Naruto to surprise Sasuke and Sakura while Naruto was urinating. Sasuke sees through the transformation quickly as Oboro failed to copy Naruto exactly, forgetting to both copy Naruto's earlier injury and using his left hand when Naruto is right-handed. Revealed, Sasuke and Oboro fight. Using his Sharingan, Sasuke manages to get the upper hand and injure Oboro. Bleeding, Oboro retreats to attack again later.

Later on, they follow Team 7 and Kabuto, using the Sly Mind Affect Technique to cause them to walk around in circles for hours and waste their time. When the group discovers the deception, the Rain Genin use Mist Servant Technique to make it appear as if hundreds of clones are sprouting from the trees. From a hidden point above, the Rain Genin are able to control the illusions and launch kunai at the group below. Naruto decides that if all the clones are attacked at one time, the location of the Rain Genin will be revealed. Naruto then creates actual clones and proceeds to fight the fakes all through the night. By the next morning, Naruto and the group are exhausted, so the Rain Genin decide to reveal themselves and strike. However, what appears to be four tired Genin is actually just Naruto and his transformed clones. Sasuke, Sakura, and Kabuto sat the battle out, and thus are somewhat rested. Not expecting the switch, the Rain Genin are momentarily unsure what to do. Sasuke tells Naruto that he can rest now, but Naruto does not want to show weakness in front of Sasuke. Striking quickly, Naruto punches all three of the Rain Genin.

Taking one last stand, the Rain Genin team use the Haze Clone Technique to create hundreds of clones of themselves. Naruto states that one must be the real version so he begins to attack the clones. Passing through them, Naruto is unable to find any real physical bodies. Sasuke uses his Sharingan to see that none of the clones in front of them are real. Seeing Kabuto and Naruto off guard, the real Rain Genin rise from the ground and attack Kabuto. Kabuto is injured and they are surprised when they see Kabuto show an odd ability in his anger at being hurt. Using the opening, Naruto then kicks all three of the Rain Genin and knocks them unconscious. Having their scroll taken by Naruto's team, Mubi and his teammates do not pass the second test of the Chunin Exam.

In the Tea Country anime filler arc, Naruto, Sasuke, and Sakura were called upon to protect Morino Idate (episodes 102-106). Oboro, Kagari, and Mubi come back to serve as Team 7's opponents a second time. They use the same strategies as they did in the Chunin exams, but have since learned to make water clones. They come close to actually defeating Team 7, since they were in the middle of the ocean at the time (water being their favored element), but Naruto's Rasengan training allowed him to create a whirlpool that sucked the Rain Genin into the oceanic abyss. Given their ability to breathe underwater due to their masks, it is likely they survived.

Kagari (?) is the teammate of Oboro and Mubi. He wears a breathing mask and a cloth over both eyes.

Mubi (夢火?) is the teammate of Oboro and Kagari. He wears a breathing mask and a cloth over his eyes with an opening for his left eye. During the Tea Country filler arc he wields a crossbow, using flaming arrows to ignite the oil from Kagari's Oil Rain skill.

Oboro (?) is the teammate of Mubi and Kagari. He wears a breathing mask and a cloth over the top half of is face, with openings for his eyes. He overuses the words 'lucky' and 'unlucky'.

Sent to Konohagakure under the guise of the peace treaty between the two villages, the head ninja actually had a hidden agenda. Kumogakure wanted to get their hands on the Byakugan of the Hyuga clan. In order to get the Byakugan, the head ninja tried to kidnap Hinata Hyuga, only to be killed by her father, Hiashi Hyuga. Kumogakure claimed Konoha had broken their newly signed treaty and demanded the dead body of Hiashi as compensation. Although Hiashi was fully prepared to die, he was saved by his twin brother, Hizashi, who volunteered to die instead of Hiashi.

  • The head ninja's true name is unknown, although many people call him Shinobi Gashir as the result of a mistranslation.
  • Although he's called Kumo no Kuni no Shinobi Gashira in the First Data Book, there's no such country as Kumo no Kuni in Naruto, although there is a village named Kumogakure which lies in Land of Thunder. The Shinobi Gashira is, however, listed under Kumogakure's village symbol.

Kakko (カッコウ Kakkō?) is an Iwagakure shinobi and the first to die by Kakashi's Chidori (after he receives his Sharingan eye) during the Third Secret Ninja Wars. He is responsible for the death of Obito Uchiha. In addition to using earth techniques, he also carried two large switchblades that he would extend out of his sleeves in combat. These blades appear to be sharp enough to break Kakashi's white chakra sabre.

Mahiru (マヒル?) is an Iwagakure ninja who was sent to scout the area which Team Fourth Hokage was traveling. He employed about 20 shadow clones against the team, only to have all of them destroyed by Kakashi's Chidori. However, in the end he was able to counter the Chidori and would have succeeded in killing Kakashi and Obito without the intervention of Konoha's Yellow Flash. He is then killed, but not before expressing regret to run away when given the chance.

Taiseki (タイセキ?) is the Iwagakure shinobi who slashed Kakashi's left eye. He uses a powerful cloaking technique to execute surprise attacks on his enemies. He was killed by Obito Uchiha after Obito awakened his Sharingan and saw through Taiseki's technique.

[edit] Snow Princess' Book of Ninja Arts enemies

These enemies have only appeared in the Naruto movie Snow Princess' Book of Ninja Arts, which makes their canonicity questionable. All of the following characters utilize special chakra armor that is unique to the ninja of Yukigakure. This armor allows them to increase the power of their chakra, and also enables them to negate the effects of opposing ninjutsu and genjutsu, as well as a limited amount of physical attacks. In addition, it also comes with various attachments, such as wings or extending arms (the attachments vary, as each armor is customized for the user).

The boss of Nadare Roga, Mizore Fuyukuma and Fubuki Kakuyoku, he started the revolt in the Snow Country in search of the Treasure, which turned out to be a generator that transformed the Snow Country in to a Spring Country. He was hit directly by Naruto's Spiraling Sphere which was enhanced by the Seven-Colored Chakra, throwing him with great force onto one of the Generator Walls. Whether this was the death of him was not confirmed. He appears in Naruto: Ultimate Ninja 2 as a playable character.

Fubuki Kakuyoku is a Snow kunoichi that accompanied Nadare Roga and Mizore Fuyukuma. She fought against Sasuke Uchiha, and was largely successful in countering the majority of his fire jutsu, including his Fire Release: Great Fireball Technique with her Ice Prison Technique and his Fire Release: Dragon Fire Technique with the wings on her armor. She was ultimately defeated when Sasuke sent her flying on a collision course with Lion Combo into her partner, Mizore Fuyukuma, to which their chakra armor reacted in the form of an explosion. It is unknown if she is dead.

Mizore Fuyukuma is a Snow ninja who accompanied Nadare Roga and Fubuki Kakuyoku. His method of fighting included the use of a snowboard for quick movement, his chakra armor, and a metal arm that could fire cables or be launched at a target and retracted. He was eventually defeated by a trap set up by Sakura Haruno and Sasuke Uchiha. He survived Sakura's Sakura Blizzard Technique, which distracted him, while Sasuke used his Lion Combo to send his partner, Fubuki Kakuyoku, into a collision with him. Their chakra armor reacted in the form of an explosion. It is unknown if he is dead.

Nadare Roga (狼牙雪崩 Rōga Nadare?) was a Snow ninja who seems to have previously met and fought Kakashi. At that previous time, Kakashi was forced to retreat since he could not defeat all the Snow ninja alone. Nadare frequently mocks Kakashi because of this. Due to his chakra armor, he was able to counter Kakashi's Lightning Blade. However, Kakashi kills him in battle through taijutsu, crashing him into the rocks underneath. He seemed to be overly arrogant, even naming one of his jutsu after himself (to be fair, his name does describe the technique rather accurately).

[edit] The Phantom Ruins in the Depths of the Earth enemies

These enemies have only appeared in the Naruto movie The Phantom Ruins in the Depths of the Earth, which makes their canonicity questionable. Each of them use powers they get from a powerful stone known as the Gelel stone.

Fugai served as a knight in Haido's supposed "Utopian" army. Fugai could change her form to that of a wolf, most likely due to the influence of the Gelel stone. In this form Fugai could unleash loud howls which could destroy the surrounding area and deafen her foes. She was killed when Sakura lured her under a set of bars that reflected her howl back at her, stunning her and leaving her unable to escape as the bars collapsed on her.

Haido was a warlord searching for the Gelel Stone vein. This mysterious ore which had life giving powers was located in a land south of the Wind Country. He gained followers by talking of his quest to create a Utopia. In the end, however, it was revealed that this was not true, he just wanted the power from the stone. He was able to perform some sort of process which turned Temujin's fellow orphans into animated suits of armor. After he obtained the Gelel Stone, he underwent a monstrous transformation similar to Sasuke's Cursed Seal Level 2. However, thanks to Temujin's help, Naruto was finally able to kill him with the Twin Spiraling Sphere.

Kamina served as a knight in Haido's supposed "Utopian" army. Kamina could change her form to that of a bat, most likely due to the influence of the Gelel stone. Additionally, she was able to utilize a genjutsu which she tried to kill Kankuro with. After she got into a small fight with Shikamaru, Kankuro was able to trap her and kill her with the Black Secret Technique Machine Two Shot.

Ranke served as a knight in Haido's supposed "Utopian" army. Ranke could change her form to increase her power when using Taijutsu. Using the power of the Gelel stone, she could transform her body into a larger, Frankenstein-like form and utilize lightning techniques. She fought with Gaara, and after he used Thunder God of Sand to neutralize her lightning attacks, he killed her with Desert Imperial Funeral.

Akahoshi was the transitional leader after the death of the Third Hoshikage. He was the one who requested help from Konoha for the guarding of the star. However, in reality, he and two unnamed henchmen were actually the murderers of the Third Hoshikage, due to the Third's refusal to allow anymore Star training due to the negative effect it had on the shinobi's using it. He was ridiculously fanatical about his ambitions that the Star Village should join the five Kage Countries. He also stated that he was well aware of the negative effects of the star and did not use it to train himself, which turned out to be an act of selfishness. He ended up fighting Natsuhi three times (the last time he killed her), kidnapping Sumaru, and sentencing to death the Konoha ninja which he hired in order to achieve the means of persuading the citizens of Hoshigakure to proclaim him the Fourth Hoshikage. However, his ceremony was interrupted by Sumaru, he wept over his dead mother. To counter this, he caused the star training building to collapse, burying Sumaru in it, yet somehow not killing him. The next interruption was a planned presentation by Mizura and Hekuto to prove the flaws of the Star Training, which was successful and caused the citizens to turn on Akahoshi. Frustrated and unsupported, he infused himself with the star, thinking he would become immensely powerful. Instead, the star knocked his senses unconscious and its violent energies took over his body, causing him to attack anyone in sight. Naruto, whose hands were guided by the spirit of Natsuhi, killed him minutes later.

Aoi Rokusho is a diabolical ninja who was hired by the Wagarashi clan. His job was to stop Idate, a runner for the Wasabi clan, from winning the Todori Burning Fire Race. The story behind Aoi is much deeper though as he was a previously a Konoha Jonin.

Aoi betrayed Konoha by having his student, Idate, steal two special treasures from Konoha under the false pretense of his student becoming a Chunin. These treasures were the Raijin Sword and a special scroll of forbidden jutsu. After this event, Aoi defected to Amegakure but was followed by Idate's brother, Ibiki Morino, who then was caught by Amegakure and tortured to translate the scroll. Ibiki not only resisted the torture, but managed to escape with the scroll. After this incident, Aoi remained with Amegakure performing various odd jobs and demeaning tasks that other ninja wouldn't bother with.

Aoi's skills mainly involve his umbrella and needles, which he can use to pin opponents with. His needles are commonly dipped in poison, making them even more lethal. What sets him apart from other ninja is his use of the special Raijin sword, which he stole from Konoha. Though he is fast, most of his techniques are fairly basic.

At the end of the arc, Aoi's Raijin was broken and he is knocked off a cliff by Naruto. It is unknown if he survived, but he himself states earlier in the episode that anyone knocked off will surely die, and unlike Sakura and Sasuke, he is unable to slow his descent at all before hitting the waters below.

Gennou is a legendary trap-making ninja from the Hidden Dragonfly Village. Even in his old age, merely hours before his naturally-caused death, he was an excellent shinobi. He was able to set up a multi-layered trap that fooled the Hokage, the ANBU, and even nearly stumped Shikamaru. He could also match Lee in taijutsu, albeit using a smoke bomb to even the odds. He was able to do all this while suffering from a pain so intense that Ino was forced to release her Mind Body Switch Technique immediately upon entering his body.

While Jiraiya led an attack on Hidden Dragonfly Village thirty years previously, Gennou was in Konoha planting explosives. The Dragonfly Village called a cease-fire and was later annihilated by another village, however, and he never got the chance to use them. Gennou returned thirty years under the guise of a carpenter from Sand Country. He attempted to finish his job by detonating the Hokage Monument, which would have buried the village under rock and sand, partly because he was near death and didn't want such an elaborate trap to go to waste, though mainly for revenge for the death of his son, who died in the war with his village.

However, upon returning to finish the job, Gennou met Naruto Uzumaki, who deeply resembled Gennou's late son (he told Naruto it was his still-living grandson). Without telling anybody, Gennou deviated from his original plan and turned it into a game. He acted out his original elaborate plan, down to every last twist and detail, but he rigged the bombs in the monument, as well as any other potentially devastating trap, so that they would barely leave a mark or not work whatsoever. Gennou wanted the Konoha 11, especially Naruto, to enjoy solving the "treasure hunt" he always wanted to plan for his grandson.

[edit] Kamizuru clan

The Kamizuru clan is a clan of bee users from Iwagakure who were once very well known. Years before the initial setting of the series, they attempted to lead an invasion force into Konoha, only to be repelled and largely killed by the more experienced Aburame clan. Apparently, the first Tsuchikage was one of its members.

Hoping to find the Tsuchikage's secret scroll, which is full of kinjutsu (forbidden techniques) for bug user ninja, the last three of the clan set out to find the Bikochu. Naruto and Team Kurenai were also looking for the Bikochu, and thus the two eventually battled. All three were defeated by Hinata Hyuga using her recently perfected technique. Their leader attempted one last-ditch attack with a giant summoned bee, but was repelled by Naruto's Spiraling Sphere.

Beyond being from the Kamizuru clan, not much is known about Jibachi Kamizuru. Jibachi can be translated to mean digger wasp.

Suzumebachi Kamizuru is the only female and leader of the team made up of herself, Jibachi, and Kurobachi. She claims to be the granddaughter of the First Tsuchikage. She later makes a cameo appearance in episode 161. She can be seen eating dango with Ibiki Morino. Also, suzumebachi can be translated to mean hornet.

The Kurosuki clan is a clan of missing-nin from Kirigakure. Their leader is Kurosuki Raiga, a former member of the Seven Shinobi Swordsmen of the Mist.

Raiga Kurosuki (黒鋤雷牙 Kurosuki Raiga?) is a former member of the Seven Swordsmen of the Mist, like Zabuza Momochi and Kisame Hoshigaki (both of whom he apparently disliked) were. Unlike those two, however, he wields two pike-like swords which he uses in a manner similar to lightning rods to attract and channel lightning and electricity. Raiga's shorter swords seem a little out of place when compared to the other swords seen thus far, but he can connect them at their hilts to form a larger double-bladed sword, effectively increasing the weapon's size and allowing him to perform different and more powerful jutsus. Like the other two Swordsmen, Raiga was very arrogant and overconfident. He was also somewhat mentally unsound.

Raiga was a former ANBU of Kirigakure. It was on a mission that he encountered the disabled Ranmaru. Raiga and Ranmaru promised each other to be "two in one" under Raiga's name. Ranmaru became Raiga's eyes and ears, and Raiga became Ranmaru's arms and legs. He used Ranmaru's kekkei genkai in much the same manner as Zabuza used Haku's. In all fairness, however, Raiga seemed to genuinely care for Ranmaru throughout their partnership, whereas Zabuza treated Haku as a mere tool.

Later, Raiga took over a village and forced the inhabitants to work for him. Anyone who would disobey would be punished by being buried alive, which Raiga appropriately nicknamed a "funeral". Raiga had a fondness for funerals, frequently referring to them during battle and otherwise. His love of funerals comes from the fact that whilst a living person is capable of hatred, lies and betrayal, people tend to remember the good in any given individual once he or she has passed away. A few villagers managed to escape and ask Konoha for assistance, which was sent in the form of Team Guy and Naruto.

At first, Naruto was able to resist all of his electric attacks. Team Guy and Naruto Uzumaki stopped Raiga and nearly killed him, but Ranmaru used his chakra to revive him.

After being revived, Raiga revealed the true source of his power: lightning itself. By channeling lightning through his pikes, he effectively gained a much more potent and virtually unlimited energy source for his electric attacks. After defeating Team Guy, as well as a drunken Rock Lee, and seemingly defeating Naruto, Naruto defeated him again, and he gave himself a funeral by killing himself with his own lightning.

Ranmaru (蘭丸?) is a young orphan from Kirigakure. Although formally paralyzed, his kekkei genkai allows him to see through walls and create illusions with real chakra circulatory systems, as well as interfering with the usage of the Byakugan and other vaguely defined powers relating to vision. When activated, the bloodline causes his eyes to momentarily glow red. After befriending Raiga, he was able to move around on Raiga's back, and in return used his bloodline ability to predict the movements of Raiga's enemies.

Before meeting Naruto and the rest of the team, he always thought that he lived for Raiga. However, after tasting the Curry of Life and being able to walk for the first time, he was cured from his paralysis syndrome forever. He later learned the true meaning of being alive from Naruto and decided to share the feeling with Raiga. Raiga, upon realizing how Ranmaru could never be truly free as long as Raiga himself lived, gave himself a funeral in one of his more coherent moments. In the end, Ranmaru becomes a healthy apprentice at the Curry of Life shop and leads a quiet life from then on.

A group of four ninja from the Takumi Village who seek to capture Gaara. They wanted to use the chakra of the One-Tailed Shukaku (which is sealed within Gaara) to revive Seimei, the "Ultimate Weapon" of Takumi Village. They are all deceased. They were made up of:

  • Jin (Seiyu: Junpei Morita), the leader of the group, who can summon fire with his sword. He offered his body to Seimei as a container for Seimei's soul.
  • Kyaku (Seiyu: Yoko Soumi), a kunoichi with two swords, the "Hishou Souken", that can summon wind. Fought against Temari, Shikamaru and Ino. Killed when Shikamaru trapped her with his shadow possesion and Temari attacked with her Summoning: Quick Beheading Dance, plunging her into a nearby pool. She was either killed by the technique, the fall, or drowned to death.
  • Ryūgan (Seiyu: Daisuke Kirii), a young, cocky shinobi who holds the "Ryūgan Imperial Sword" that can summon water dragons. Fought against Kiba, Choji and Kankuro. Killed when dragged into Kankuro's "Black Ant" and impaled by Black Secret Technique Machine One Shot.
  • Suikon (Seiyu: Akihiko Ishizumi), whose armor, the "Mugenkougai", can absorb chakra. He uses a spinning mace (or flail) as a weapon. Fought against Naruto, Rock Lee and Gaara. Killed when Gaara turned his Armor of Sand into a spear, impaling him through the chest, but not before injuring Rock Lee with his mace.

The Watari ninja are a ninja group without attachments to any hidden village who decided to unite their forces in order to become stronger. They travel from country to country, learning or stealing jutsu from other shinobi whenever they can. Because of that, many of their jutsu are copies or modified versions of already known ones. They often can't use their copied attacks efficiently or effectively, and, in many occasions, have to depend on illusions such as trap wires, movie projectors, and other underhanded tricks.

They attempted to take over the Bird County through use of a fake ghost known as the Norimusha and the assassination of the entire line of feudal lords. They actually succeeded in doing the latter, but the twin sister of the dying feudal lord assumed his place. They were defeated through a combined effort between Team Guy, Naruto Uzumaki, and Kakashi Hatake.

Nagare is the Watari ninja who fought against Kakashi Hatake. He was a fairly strong ninja, having copied some of the more powerful techniques used by Gaara and the Akimichi clan, as well as some other techniques from Iwagakure. He is later defeated, but not killed, by Kakashi's Lightning Blade.

Oki the migrating ninja was a ninja that masqueraded as Mousou in the Bird Country. In disguise, he served as Chief Advisor to the Daimyo there. He was defeated after a brief battle with Naruto. He leads the Watari group. Despite being its leader, Oki skills do not seem on par with those of his group. Many of his techniques are half-baked copies of the actual versions (his "summoning technique" activating a projector is just one example). His strategy seems to involve mainly deception, which allows him to overcome stronger foes.
