Mario
The main protagonist of the game. After Bowser steals the Star Rod, imprisons the seven Star Spirits, and captures Princess Peach, he is forced to journey across the Mushroom Kingdom in search of the Star Spirits, as only by rescuing them will he be able to match the power of the Star Rod. He eventually succeeds in rescuing the Star Spirits, and afterwards defeats Bowser and recovers the Star Rod and the Princess.
Princess Peach
The Princess of the Mushroom Kingdom. She is captured along with her castle by Bowser. During her imprisonment, she along with the help of Twink assists Mario by secretly gathering information as to the whereabouts of the Star Spirits and having Twink relay the information to Mario. During Mario's final confrontation with Bowser, she makes a wish upon the stars which allows the Star Spirits to give Mario the power to defeat Bowser.
Twink
A young star kid. Shortly after her capture by Bowser, Princess Peach makes a wish that someone could help her. Hearing this wish, Twink arrives to offer her his aid. Throughout the game, Twink acts as a messenger for Peach, delivering the information that she secretly gathers about the Star Spirits to Mario.
Bowser
Mario's archnemesis and the game's main antagonist. He and his assistant Kammy Koopa steal the Star Rod and imprison the seven Star Spirits. Afterwards, he captures Princess Peach along with her castle and with the power of the Star Rod initially defeats Mario in battle, but in the end is defeated by Mario and forced to return the Star Rod and the Princess.
Kammy Koopa
A female Magikoopa and Bowser's chief assistant. Kammy assists Bowser when he steals the Star Rod and imprisons the Star Spirits, and attempts on certain occasions to hinder Mario's progress. At the beginning of Mario's final battle with Bowser, she increases Bowser's power with a machine she has constructed to such an extent that the power of the Star Spirits have no effect on him, though in the end the two are defeated nevertheless.

During his quest, Mario acquires eight partners. Each of whom has different abilities in battle and can use a unique ability while in the overworld. These overworld abilities are essential to completing the quest, and often the abilities more than one partner will be needed to complete a single task. Interestingly enough, each one of Mario's party members is a part of a group of creatures that Mario has faced in the past.

Goombario
He is the first member of Mario's party. When Mario is knocked out of the castle, and loses consciousness,and wakes up in a Goomba Village, where a Goomba family lives, and has been taking care of him. After some misadventures, one of the family members, Goombario, a big fan of Mario's, decides to join Mario's party. Out of battle, he has the ability to tell Mario about people and the area he's in and give Mario hints. In battle, he has the ability to tell the player about the enemy such as its HP, attack and defense power, and gives hints at what its weaknesses may be. He can also attack with his powerful headbonk.
Kooper
He is the second member of Mario's party. He is an adventure-loving Koopa with a blue shell. When Mario meets Kooper for the first time, he has lost his shell to the Fuzzies, who invaded his hometown and stole the villagers' shells. Once Mario defeats the Fuzzies and brings Kooper's shell back, he puts it on, and joins his party. Kooper has the ability to hit switches or retrieve items that Mario can't reach and can attack enemies outside of battle. In battle, he can use his power shell attack to hit multiple ground enemies at once.
Bombette
She is the third member of Mario's party. She is a Pink Bob-omb, modeled after Super Mario 64's Bob-omb Buddies, and is being held captive in the Koopa Bros.' fortress. Once Mario falls into the prison where she is kept, she helps Mario and the other Bob-Ombs escape, joining his party soon afterwards. She has the ability to explode, destroying weak walls and boulders, flipping switches, and attacking enemies in and outside of battle.
Parakarry
He is the fourth member of Mario's party. He is a Koopa Paratroopa mailman, the same mailman from the introductory cutscene of the game. When Mario meets him for the first time, he asks for Mario's help in finding some letters he has lost. Once Mario obtains them all, Parakarry joins his party. Parakarry can carry Mario over pits and fly for a short period of time, and can deliver mail to the many characters throughout the game. This occasionally advances the story or starts a sidequest. Parakarry makes an appearance in the sequel, Paper Mario: The Thousand-Year Door, delivering a letter from Peach to Mario at the beginning of the game.
Lady Bow
She is the fifth member of Mario's party, and a distinguished Boo. She has one of the Star Spirits held captive, and refuses to give it to Mario unless he defeats Tubba Blubba, a giant monster that eats whatever Boo he can get his hands on. She joins Mario's party to assist in defeating him. She has the ability to make Mario transparent, hiding him from enemies and making him impervious to their attacks, as well as getting through rooms with retracting spike-filled floors. Her attacks possess the power to do more damage than other partners' regular attacks, but since she deals many blows at a time, she is not a good choice to attack enemies with more defensive power. She can also make Mario invisible in battle to avoid deadly attacks, and can scare some enemies. Bow is mentioned in the sequel, Paper Mario: The Thousand-Year Door and appears in it as well. Parakarry and Bow are the only party members from the original to appear in the sequel. Her cameo appearance is at Poshley Heights for a vacation. She has no real roles except for an Easter egg. Her butler, Bootler also makes an appearance with her. You can only see them after you defeat the final boss.
Watt
The sixth member of Mario's team is a young Lil' Sparky, an enemy from Super Mario World. She is being held captive in the lantern of the Big Lantern Ghost, a lieutenant of General Guy. When Mario defeats him, she will join Mario's party. Watt has the ability to lighten up dark areas and can reveal invisible blocks. Her basic attack ignores an enemy's defensive factor, which is critically important in defeating some enemies.
Sushie
The seventh member of Mario's team, she is a Cheep-Cheep. She is the babysitter of several Baby Yoshies, but when they all run off, she joins Mario's party to find them. Mario can swim, and dive down into water while riding her. She attacks with water, which makes her a good choice to take on fire-based foes.
Lakilester
The eighth and final member of Mario's team, he is a Lakitu. At first, he attacks Mario under his nickname "Spike," but when Mario defeats him, his girlfriend, Lakilulu, flies down and inadvertently reveals his true name. He joins Mario's team to defeat Huff N. Puff. Using Lakilester, Mario can hover safely across certain areas, such as spikes and lava, without being hurt. Lakilester attacks enemies by throwing Spinies from his cloud, as is the usual method of attack for Lakitus.

[edit] Guardians of the Star Spirits

Each of the seven Star Spirits is guarded by a certain boss whom Mario must defeat to end the current chapter and progress the story:

Koopa Bros.
The Koopa Bros., a parody of the Teenage Mutant Ninja Turtles, are a group of four Koopa Troopas who wear ninja gear and live in a fortress that was once the home for Bob-ombs. Their names, which coorespond with the colors of their shells and their ninja gear, are "Red", "Yellow", "Black" and "Green", with "Red" being said to be their leader. They guard the first Star Spirit, Eldstar. Their first appearance was in the "Super Mario-kun" manga, which was first published years before the Nintendo 64 even existed. They created a Trojan horse-type Bowser when they first attacked Mario. One suggests during this stage that they should make a sequel called, "Paper Bowser". They had a special move where they all got on top of each other and spun at Mario(when Bowser himself watched this move demonstrated, he was nearly blinded). They later try to attack Mario again, in Bowser's castle, but are beaten by Jr. Troopa. Each Turtle Brother has 5 Hp, 1 Attack Power, and 1 Defensive Power.
Tutankoopa
Tutankoopa, whose name is a pun on the ancient Egyptian pharaoh Tutankhamun, is a Koopa Troopa who lives in the Dry Dry Ruins. During battle, he summons Chain Chomps to attack Mario and drops heavy objects on him using magical powers. Thinking Mario and his partners are grave robbers, he tries to frighten Mario and company off with warnings as they enter the ruins and delve deeper towards his tomb. He guards the second Star Spirit, Mamar. An Egyptian Koopa that looks very similar to Tutankoopa appears in Mario Pinball Land. Tutankoopa has 30 HP, 3 Attack Power, and 0 Defensive Power
Tubba Blubba
Tubba Blubba A.K.A. "The Invincible Tubba Blubba" is a giant beast who lives in a mansion a short distance from Gusty Gulch. Although not completely evil, Tubba Blubba is a shy and timid character who allied himself with Bowser to make himself stronger and braver in the face of the bullying Boos. He was made invincible after his heart was removed from his body and hidden in the bottom of a windmill. He was to guard the third Star Spirit, Skolar, but Skolar escaped and was captured by Lady Bow, who promises Mario and company that she will free Skolar after he helps her to defeat Tubba Blubba, as he is detested by the Boos of Gusty Gultch as a ghost eater. The Boos used to love to tease him when he was a child. Tubba Blubba has a documented 10 HP, 4 Attack Power, and Zero Defensive Power. His heart, however, has 50 HP, 6 Attack Power, and 0 Defensive Power. Plus, it can charge up and attack for 12 HP the following turn.

General Guy
General Guy
General Guy
General Guy is the leader of the Shy Guys who live in Shy Guy's Toybox. During battle, General Guy first summons a variety of "Shy Guy divisions", including groups of Shy Guy's stacked one atop another and Shy Guy's on stilts, and afterwards does battle against Mario and company in his tank which is equipped with a powerful lightning attack that can be disabled by destroying the tank's light bulb. After Mario and company discover that a rash of robberies perpetrated by Shy Guys have struck Toad Town, Mario and company attempt to track down the source of these robberies and discover that they are coming from Shy Guy's Toy Box. Mario and company confront and battle General Guy, not only to end the robberies in town, but also free Muskular, the fourth Star Spirit.
Lava Piranha
Lava Piranha is a giant Piranha Plant with a speech impediment that lives deep in Mt. Lavalava. The creature is composed of one large flower and two buds, each of which breathes fire, with the main flower having the highest attack power. In order to defeat Lava Piranha, its main flower must be reduced to 0, whereas reducing the HP of one of the buds to 0 causes it to be unable to attack for a few turns. As the flower and the buds are surrounded in flame, direct attacks ordinarily result in damage. Attacks that make use of ice or water however, temporarily extinguish the flames and immobilize the entity attacked. After the main flower's HP are initially reduced to 0, Lava Piranha will sink into its magma pool(which is when Prof. Kolorado comes to aid Mario, unsuccessfully), apparently defeated, but will reemerge right afterwards, requiring the HP of the main flower to be reduced to 0 again to finally defeat it. During its second stage, the attack power of its main flower will be increase and its buds will now produce Petite Piranhas, hovering enimies which attack Mario by exploding on impact with him. Lava Piranha guards the fifth Star Spirit, Misstar.
Huff N. Puff
Huff N. Puff is a large cloud monster who has built a cloud creation machine, using it to block out the sun from shining on Flower Fields. He guards the sixth Star Spirit, Klevar. If Lakilester is your active partner when you are about to fight him, he will say, "Is that you, Spike?! So! You have betrayed me!" Huff. N. Puff has 60 HP, 5 Attack Power, and 0 Defensive Power. When He is attacked, Tuff Puffs break off, which he can inhale to regain his HP.
Crystal King
The Crystal King is the guardian of Kalmar, the seventh and final Star Spirit. The Crystal King lives in a location named the Crystal Palace, which is a symmetrical palace divided by a wall of ice which acts as a mirror. In much the same way, the King creates copies of himself to aid in his battle against Mario and company. The Crystal King has many other signature moves, as well as summoning Crystal Bits and exhaling them at you. The King has a recorded 70 HP, 6 Attack Power, as well as 2 Defensive Power.

The following is a list of characters who do not fit in one of the above sections.

Goomba King
A Goomba that originally was very small, but he is now huge, but was made large by Bowser under the conditions that he become a minion of his. With the Star Rod, Bowser made him as he is today. Alas, his power did not last. Mario came along and defeated him in battle. Then, Mario used a switch to turn Goomba King's Castle back into the bridge to Toad Town.
A near identical character called Goomboss appears in Super Mario 64 DS and Mario Kart DS, the only real difference between Goomba King and Goomboss is that Goomboss is larger and can summon Goombas out of mid-air.
Jr. Troopa
A Koopa who still remains in his shell, Jr. Troopa after being beaten by Mario around the start of the game vows vengeance and constantly follows and picks fights with Mario, making him a recurrent boss throughout all the game. According to Goombario, Jr. Troopa likes to order things through mail which is probably where he gets all his new weaponry which includes: a reinforced shell, wings, a spiked helmet and a magical staff. In Paper Mario: The Thousand-Year Door, he makes a cameo on the top corner of the email Zip Toad sent.
Kolorado
An incompetent yet famous archealogist (and Kooper's idol) whom Mario encounters several times in his journey. Mario first encounters Kolorado in the Dry Dry Desert where he is searching for the legendary Dry Dry Ruins, it is implied after Mario gave him an artifact from the ruins that he found them. Kolorado next accompanies Mario to Lava Lava Island where he ventures into Lava Lava Volcano with him and constantly gets near maimed by the volcano's traps. He tries to help Mario in his battle against the Lava Piranha but ends up beaten and burned. After nearly dying in the erupting volcano, Kolorado some how came into possession of a Bulb-ulb seed which he traded to Mario for a treasure that was blown out of the volcano. He appears at the end of the game leading an expedition to discover the Crystal Palace along with Kooper, but after a threatening message from his wife, he calls it off. In the sequel, Paper Mario: Thousand Year Door, Koops discover's his fathers bones in Hooktail's castle, But it ends up actually being Kolorado's father from a letter the skeleton is holding reading at the end, "And to My Son Kolorado, I am proud of what you have become". He's also mentioned many times in the sequel as well. He is an obvious reference to the fictional archealogist and adventurer Indiana Jones.
Merlon
A wizard who provides Mario with information, which usually constitutes what should be done next to advance through the game. He lives in a blue house with a spinning roof just south of Princess Peach's Castle in Toad Town. He is a reclusive person, reluctant to offer help to anyone. He eventually gives in once the Koopa Bros., in disguise as strangely-colored Toads, invade Toad Town and Mario asks for Merlon's help. Merlon and his family seem to be based off the Shaman, allies and occasional enemies from Super Mario RPG: Legend of the Seven Stars.
The Whale
As the name implies the whale is a whale, though many characters confuse him as a tuna. The whale is first glimpsed in chapter four where it is nothing more than a blue hump sticking out of the water in the port. Later Mario can go on top of the whale and either ground pound it or hammer it, this will wake the whale up. The whale will say he has a stomach ache and ask Mario to venture inside him to see what's wrong. While inside the whale Mario will see the problem, a creature called Fuzzipede is running amok inside. Battling the crazed caterpillar, Mario defeated it and was subsequently blown out the whale's blowhole. Thanking Mario and apologizing to Fuzzipede for swallowing him, the whale decided to allow Mario and Kolorado to ride him to Lavalava Island. Mario can now ride the whale back and forth from Toad Town to Lavalava Island.
Luigi
Whereas in Super Mario RPG: Legend of the Seven Stars he was mostly absent, Luigi has several appearances in the game. However, he spends most of the time keeping his and Mario's house, hoping that one day he will have his own adventure (which happens on Paper Mario: The Thousand-Year Door). While not as cowardly as in future games, in this game some of his less heroic and reserved personality is explored, with some hints revealed in his diary in his secret room. Like in Super Mario RPG, he reprises his role of leading the ending parade.
Chuck Quizmo
This odd character appears randomly in towns that you come across. If you talk to him, he will ask you if you want to answer the question. If you say yes, he will ask you a question about something in the game. If you get it right, you get a star piece. If you answer wrong or do not choose to answer the question, he will leave, leaving you to find him again.
Chet Rippo
A guy found in Toad Town. He will offer to raise one of your stats for 39 coins, but will also lower one of your other stats.
Rip Cheato
Another shady character, found in the sewers of Toad Town. He will sell you things for 64 coins each, in a predetermined order. Initially, the things he sells might be worth the price, but eventually, the items will get worse (down to dried shrooms). However, this is the only place you can get a certain badge.
The Master
The Master is the sensei of the Toad Town dojo. For a Toad, he is incredibly strong (perhaps stronger than Bowser himself) and can be fought three times during the game, and for each time he will have more stamina, attack power, as well as a new part of his combination attack. Beating him will give you the third and fourth deegre card, and after the last fight, the diploma. He appears as a weak, small and hunched man. Also he coughs a lot. He is supposed to have gotten his strength from a training journey to an unknown place. A Toad outside the dojo states that the only thing he said before leaving was that he would not return before he was incredibly strong.
Kent C. Koopa
After Chapter 5, this guy blocks Pleasant Path, and will only let you through if you pay him 100 coins or defeat him in battle. However, this guy is one of the toughest bosses to defeat because of his high HP, attack, and defense. His name is a funny reference to the fact that he wears big glasses( It sounds just like Can't see Koopa.)
Tayce T.
This kind Toad lady (found in Toad Town) will cook items for you, often giving you back an item with a better result. After getting the cookbook from Gourmet Guy, however, she can cook two items at once.
Gourmet Guy
This extremely fat Shy Guy is first found in Shy Guy's Toybox blocking a path, but after giving him a cake, he will run off giving you the cookbook. He is found again in Princess Peach's castle, asking for food in return for not telling about Peach's escape. In both cases, after eating the food, if it is baked properly (or is the right food) he will run off, screaming about how wonderful the food was.
