[edit] Major members of Neotopia

  • Noa

a character that was first featured within episode 1 as the noted childhood friend of Zed, the main character within Kiba. As revealed early on, it seems that Noa regularly suffers from a certain health problem, in which he occasionally needed hospitalization. At the beginning of the series in which Zed kept continuously destroying doors due the fact that they represented the ways of restriction - something not very much liked by Zed, Noa kept defending Zed to the fullest extent even if it caused him more trouble within his health. After Zed later escapes via a portal to Tempura, Noa himself later is transported to Neotopia after various Neotopian summoners had summoned Noa to this country after they had realized the great amount of potential dripping off of him. While within this new country, Noa would become friends with a certain man by the name of Kis, who greatly reminds him of Zed due to his exceedingly rebellious personality, along with Aisha, Kis's childhood friend. A man by the name of Charter is the one who takes care of Noa while he is at Neotopia, in which many people had feared for Charter's life after realizing the strictness of Neotopia's morals. After more enforcers of Neotopia arrive, Noa sees Charter executed right before him, even when it had been performed by the man's very own son. Noa later realizes his monstrous-like power emitting from his shard when he accidentally burns away a section of Neotopia after seeing the people he held dear to him die.

Noa afterwards is seen awaking within an unknown native area with a cute little girl by the name of Sagiri and others. Right by wear Noa had been resting after the large destruction that had been performed at Neotopia, he notices a certain black silver lined box that radiates it's will to Noa. Noa for now thinks nothing of this. However, later on within the series when Noa says his farewells to these native people, the box radiates to a large extent, in which continuous noise is unleashed within Noa's ears, and Sachura, a key spirit bears it's will before him. To the great dislike of Noa however, the destructive energy that had been emitted during the spirit's awakening desolated the land and killed all of the people Noa had been with, except for Sagiri. A certain woman of high ranking within Neotopia then arrives to take Noa back to Neotopia. While Noa was at Neotopia, he became convinced that this was his destiny, in which he had treated as a high ranking official and was given great hospitality. As an enforcer of Neotopia, he is first meant to retrieve a man by the name of Kis, the same person who had supposedly been killed previously (due to a conflict with Gale, his other childhood friend), but had instead survived and escaped from Neotopia under the jurisdiction of being a prisoner. Noa then had headed to the country of Task after hearing that that had been his area of escape. While at Task, he ends up finally meeting with his long lost friend Zed, in which he assists with Sachura against Hugh's key spirit. After Zed and Roia return to Tempura and bid farewell to Noa, Noa surprisingly executes Kis by stabbing him through the stomach, which was ordered by Neotopia. Noa's many feats will continue to transpire following this.

  • Diana

a character featured within the Japanese anime Kiba which is popular to an exceedingly moderate extent. Diana is the primary enforcer under (), the king over Neotopia and enforcer of the “Ultimate Rules”. Diana later retrieves the terror stricken Noa, - who had been within a random area – to Neotopia after she senses immense potential emitting from him. Due to the later rather close connections between Diana and Noa, Diana could be considered as Noa’s mother. Following the end of the National Joust within Neotopia, Diana is very quick to defend Noa from (), - who accused Noa about giving Zed his stolen key spirit. Diana once again assists Noa after he had been attacked by Herrick and other members of the () country by unleashing the power of her spirit

[edit] Lesser members of Neotopia

  • Kis (Keith, or Keyes)

One of the village youth (most notably the village that Noah was guest at, which is Neotopia) that attacked Noah. At first, he assumes that Noah is some enemy soldier or spy working for the government when he saw Noah looking at the monument at the cliff near the village he was staying at. His spirit is a centurion type of beast. While most people enlist in the Neotopian army as soon as possible, Keith rejects this way of life, seeming to only want to have fun. He fights with Gale after he wounds Aisha. Along with Gale, he was assumed to be dead, but turns up in Tempura as a prisoner escaped from Neotopia. His wounds were healed by the government of Neotopia only so that he could later be executed for treason. Zed and Roya are asked to escort him back to Neotopia. However, due to some circumstances during the shifting teleportation, Keith, Zed and Roya end up in the land of Tusk. Noah, now indoctrinated into the laws of Neotopia, executes him by order of the government

  • Gale

Gale had been the childhood friend of both Kis and Aisha before joining the military at a young age. After Gale returns to visit the small area where his parents had been at within Neotopia, he ends up executing his own father because he had not informed Neotopia of Noa’s arrival. However, this was simply because Noa was a foreigner to the region, and was not accepted. Gale seeks to completely change the ways of Neotopia in a far more irrational authoritative governmental leadership system. Gale later attempts to kill Noa after he had run away, which led to Aisha trying to stop him. Gale destroys his old bonds of friendship by slashing Aisha, who is now near death. Kis, who can not hold back his ultimate anger charges at Gale, in which a duel with sword and spirits ensues. Gale utters the words “You dog! Bow down to true justice!”, while Kis uttered how he would have wished Gale to be his old self. In a quick moment, Gale and Kis are both impaled by each other’s blades, in which causes more agony for the unfortunate Noa. Thus, the Neotopian enforcer, Gale, was effectively slain by true justice. However, Kis - as seen later on in the series, still remains alive. Gale must not have been liked to that high of an extent which is due to the fact that his men had not saved him, but quickly saved Kis. This was another reflection on the cruelty of Gale's ways.

  • Aisha

Aisha is a young girl that had been a citizen of Neotopia since childhood. Throughout her childhood, Aisha would become friends with a boy by the name of Kis, along with Gale. Aisha and Kis would always want to remain independent in their actions - as to be void of the strict Neotopia by occasionally sitting at night amongst glowing flowers that provide light to the sky and hiding out in their established stone monument. Gale however joined the military when told to, which changed his life to a high extent. Aisha later meets Noa, in which she and Kis treat them as their old friend, Gale. However, when Gale returns and relatively destroys the previous peaceful ways of Neotopia, Aisha is amongst a large conflict. After Gale is about to slash and kill Kis later for destroying the newly established laws, Aisha jumps in the way and is fatally wounded. Aisha survives momentarily later however to transport the terror stricken Noa out of Neotopia to a remote country.
