  1. ^ Bonn was the capital of West Germany from 1949 to 1990 and is smaller than West Berlin, Hamburg, Munich, Cologne, Essen, Dortmund, Dusseldorf, Frankfurt, Bremen, Stuttgart, Duisburg, Nuremberg, Wuppertal, and Bochum.
  2. ^ Most countries do not recognize Israeli sovereignty over the eastern portion of Jerusalem, and so maintain their embassies in other cities, mostly Tel Aviv. The U.S. Congress overwhelmingly passed the Jerusalem Embassy Relocation Act in 1995 requiring the United States to move its embassy from Tel Aviv to Jerusalem, but allowed the president to delay the move for "national security reasons". So far, the move has been under an indefinite delay, even though George W. Bush promised to make the move during his 2000 campaign.
