List of air carriers banned in the EU

The following is a list of air carriers banned in the European Union. The European Commission has, through Commission Regulation (EC) No 474/2006 of 22 March 2006, established a list of air carriers which are banned in the EC (a so-called blacklist). The list establishes which air carriers are banned within the airspace of the member states and which air carriers have restrictions imposed on them. The list was most recently updated through Commission Regulation (EC) No 910/2006 of 12 October 2006.

The process through which an air carrier can end up on the list is detailed in Regulation (EC) No 2111/2005 of the European Parliament and of the Council, it involves communication between the regulatory agencies of the member states, the institutions of the European Community, the authorities with responsibility for regulatory oversight of the air carrier concerned and the air carrier. Before ending up on the list air carriers have the right of defence, and the list is subject to periodical review and updates.

Note: Air carriers which are banned (blacklisted) could be permitted to exercise traffic rights by using wet-leased aircraft of an air carrier which is not subject to an operating ban, provided that the relevant safety standards are complied with.

The following airlines have certain operational restrictions within the Community (specific aircraft are banned):
- Bangladesh
- Air Bangladesh (BGD) - B747-269B Registration mark S2-ADT.
- Comores
- Air Service Comores (KMD) - LET-410 UVP Entire fleet with the exception of: LET-410 UVP Registration mark D6-CAM (construction no. 851336
- Congo (Democratic Republic of Congo):
- Hewa Bora Airways (ALX) - Entire fleet with the exception of: Lockheed L-1011 9Q-CHC (construction No 193H-1209).
- Pakistan
- Pakistan International Airlines (PIA) - Entire fleet with the exception of their B777 aircrafts.
- Sudan:
- Air West Co. Ltd (AWX) - Entire fleet except Ilyushin Il-76 with the registration mark ST-EWX (construction No 1013409282)
Note: Air carriers which have operational restrictions could be permitted to exercise traffic rights by using wet-leased aircraft of an air carrier which is not subject to an operating ban, provided that the relevant safety standards are complied with.
