In the anime and manga series Cowboy Bebop, most of the main characters are bounty hunters, and like the bounty hunters of today, the crew of the Bebop spends most of its time chasing dangerous criminals for rewards.
However, bounty hunting in the universe of Cowboy Bebop differs from other models of bounty hunting experienced in the past, best described as something of a hybrid of the Wild West mixed with governmental corruption associated with the Mafia and a touch of terrorism.
Bounties are offered by the Inter Solar System Police, better known as the ISSP, or local governments who operate branches of the ISSP in their own part of the solar system. Perhaps the best real life comparison to the ISSP would be Interpol, except with a more ubiquitous presence: officers or mentions of the ISSP are made in almost every episode and appear to be the sole force in charge of law enforcement at both the national and international level.
However, the resources of the ISSP appear to be limited to the point where they rely heavily on bounty hunters in order to prevent chaos, since most criminals shown in Cowboy Bebop are apprehended by bounty hunters rather than the police. A lampoon of America's Most Wanted geared towards bounty hunters called Big Shot appears often in the series as a plot device.
The limitations of the ISSP are also shown later in the series when it is stated that the Mars branch of the ISSP cannot stop the local crime syndicates in most cases.
In order to receive the bounty, the bounty hunter must turn in the criminal alive to the ISSP. Due to this single clause, many ordeals faced by the Bebop crew end with no profit.

After stealing a considerable amount of Red Eye from the local crime syndicate on the asteroid of Tijuana, he uses Catalina, his girlfriend, as a mule, disguising her as a pregnant woman to smuggle the goods off the asteroid for sale on Mars so the couple can live a better life. [1]
Spike meets the two near the Zona Norte in Tijuana thanks to assistance from an old Indian fortune teller named Old Man Bull, later to catch up with them again in a faux Red Eye deal.
Spike calls him a "small fry", a term used for bountyheads with average or below average rewards, but when he uses some of the Red Eye he stole, his reflexes and strength are nearly invincible for short periods of time until Spike figures out how to counter this advantage. Spike attemps to take this bounty out of a personal motive or just to pass time rather than for the money.
Asimov's character is based off of Antonio Banderas' portrayal of El Mariachi in the 1995 film "Desperado". In addition, Asimov's first name may be a clear reference to esteemed science fiction author Isaac Asimov.

Based on Kareem Abdul-Jabbar in the 1978 film Game of Death, this lanky customer has just received some reconstructive surgery in an attempt to avoid capture. He believes it will all be worth it after selling a rare, stolen "data dog" (Ein), which causes a group of researchers to chase after him along with Spike and Jet.
At one point in the episode, a petty thief snatched the dog while it was still in a sealed case, only to discover that it was "merely a dog", and tried to fence the dog at a local pet shop. Unfortunately for the thief, he could only convince the owner that it was worth 2 Woolongs before Hakim took the dog back.

The only bountyhead in the series who is also a bounty hunter (when she's not concocting some scheme to pay off her massive debt), Faye is caught by one of her creditors and is forced to be a card shark in a sting operation for a mysterious computer program hidden inside a poker chip with a computer hacking program inside, to be given to her by a man who looks like Spike.
Spike doesn't play along, and after taking on the entire casino's security staff, Spike and Jet capture Faye and handcuff her to the ship's toilet, much to her disdain, claiming she has claustrophobia due to her Romani heritage.
However, a series of events ensues where she somehow ends up with the much larger bounty for the computer program. After escaping, she spends the entire reward before the next episode where she meets the crew of the Bebop once again.

[2] Head of the Space Warriors — a once peaceful ecological activism group that now relies on terrorism more violent than the local crime syndicates — "Twinkle" and her sons fighting for the survival of the Ganymede Sea Rat, even if they have to release a genetically engineered virus called "Monkey Business" that will mutate all of Ganymede's human population into monkeys.
She's caught early on in the episode by Spike and Jet, but her sons blackmail the government of Ganymede with the threat of releasing "Monkey Business" to get rid of the bounty on her head. This move succeeds until Twinkle moves into hyperspace and releases the virus, only to have it trapped in hyperspace once the Gate is closed. Spike had sneaked a vial of the virus into Twinkle's pocket before she was transferred back to her ship, and it bursts open when the ship is locked in hyperspace.

A major underboss with the Red Dragon clan, Mao Yenrai is Spike's mentor and wanted Spike to stay with the syndicate. Mao's bounty is actually part of an elaborate ruse to lure Spike into a face-to-face meeting with his arch-nemesis, Vicious, who killed Yenrai earlier in the episode to take his place in the syndicate.
Spike is ultimately more interested in dealing with his demons rather than the large bounty on Yenrai's head, which causes Faye to fall into the trap instead, setting the stage for the first of several showdowns between Spike and Vicious over the course of the series.
Yenrai serves as the impetus for the first foray into Spike's melancholy past in Episode 5 -- a story arc that comprises the backbone of the Cowboy Bebop story.
Yenrai has the second largest price on his head of all the bountyheads in the televised series, following only cult leader Londes in Session 23 (Brain Scratch).

"Giraffe" used to run the Self Defense Squad with a man named "Zebra", that is, until a mysterious boy named Wen came into the picture. Zebra is now in a vegetative state under the ward of Wen, and Giraffe believes this is due to foul play and tries to rectify the situation, an act that costs Giraffe his life just as Spike steps into the fray.
Just before Giraffe dies, he gives a small stone created out of hyperspace radiation and the moon to Spike, saying "it will be able to bring time back to Wen".
The rest of Sympathy for the Devil is spent with the Bebop crew trying to uncover the mystery of Zebra, Giraffe, and Wen leading back to the Gate Incident of 2021.

A Woody Allen lookalike, Decker's only distinguishing mark is a dragon tattoo on his arm. An expert on high explosives, Decker is carrying around a great deal of the dangerous material on his interplanetary freight truck, which happens to have a picture of the Hindu goddess Saraswati painted on the top.
Unfortunately for the crew of the Bebop, there is little information about Decker other than his tattoo, causing Faye to attempt apprehending a Decker lookalike. However, this doesn't stop a slew of other bounty hunters from attempting to find Decker in the belief that he's nearby, leading to Spike to get in a fight of a few of them known only as the "Something Brothers".
Decker may or may not have been named after Harrison Ford's character in Blade Runner.

A group of small fries, Spike and Faye capture them as they try to hijack an inbound flight to Venus. Named after the Disney characters Huey, Dewey and Louie.
They end up splitting the bounty, much to the chagrin of Spike, who believes Faye will just waste the reward money.
The hijacking of the spaceliner by the trio was an impetus for Adult Swim to not air Waltz For Venus for several months after the Attacks of September 11.

A group of around six small fry gangsters on Venus, they managed to get their hands on a rare plant known as Grey Ash, the key ingredient in curing Venus Sickness. However, one member of the gang named Roco Bonnaro has stolen the plant in order to give it to his sister, who is afflicted with Venus Sickness, a local disease causing blindness that can only be cured by the rare and expensive plant.
If the entire gang is caught together, the total of all the bounties is doubled. However, like with the computer chip in Episode 3, even that is only a fraction of what a plant of Grey Ash is worth, which is believed to be hundreds of millions of Woolongs per ounce.
Roco first meets the crew of the Bebop on the flight where Spike and Faye caught Huey, Dewey and Louie, and would like to learn the martial arts Spike used to subdue the hijackers in order to better defend himself from the impending reprisal from his former fellow gang members, annoying Spike to teach him "those Judo and Kung Fu" moves as he leaves the spaceport, much to Spike's chagrin.
Upon learning that Roco is a bountyhead, Spike showed some surprise since he eventually acquiesced into giving Roco a Jeet Kune Do lesson after Roco gave him a pill to help acclimate his voice to the helium rich atmosphere of Venus.
Roco's soft hearted demeanor provides a good explanation as to the low reward on his bounty, Roco is a much more average, stereotypical small fry than high level small fries such as Asimov Solensan or bottom of the barrel small fries like Witney Hagas Matsumoto.
It is speculated that the names of Piccaro's gang members originate from famous authors, but with their first and last names swapped for "originality." Notice how two of the members have "Chinua Achebe" in their names as "Achebe Laman" and "Bakri Chinva."

Like Faye before her, Edward Wong Hau Pepelu Tivrusky IV, A.K.A "Radical Edward", is a fairly innocuous bountyhead that becomes a member of the Bebop crew after Spike and Jet try and capture her. Unlike Faye, Edward has a sweet and quixotic nature.
A legendary netdiver from an Earth still ravaged from the Gate Incident of 2021, rumors about Edward abound. If they were true, Edward would be a "3 year old 7 foot tall ex-basketball pro gay alien". In the end, she's just an abandoned savant girl with a knack for internet hacking and net diving. She becomes an invaluable member of the team in the role of gathering information.
Later on in the series, Edward makes a deep connection with Ein and the two become inseparable.
Ultimately, the real bountyhead of this episode isn't Edward, but rather a sentient satellite that is making giant laser carvings in South America out of loneliness.
However, regardless of who did it, the Earth authorities take advantage of the laser carvings in order to launch a hacker hunt, and use the fact that the satellite can't be tried for any crimes as an excuse for not paying the Bebop crew any bounty.
A little known fact is that the character of Edward was based on Cowboy Bebop's composer Yoko Kanno.[citation needed]

Nothing is known about Panchorero except for the fact that he is caught just before the Bebop crew land on Ganymede, he doesn't like dogs, and Ed bit him on the ear. His name is a reference to the two main characters of the TV series "CHiPS," named Baker and Ponch.
Baker's interaction with Ein and Ed filled the entirety of the avant opening of Episode 10.
Compared to other bountyheads in the series, Baker is something of a small fry, a fact Jet mentions to his old friend Donelly on approach to Ganymede.

A perp with no priors whose bounty was higher than it should have been due to the murder of a loan shark who was "going to collect" on a loan he gave to Alisa [3], his girlfriend and Jet's old lover when he was a cop on Ganymede.
When they first meet, Jet doesn't even know that Rhint is a bountyhead, but finds out when Spike chases Rhint and Alisa attempting to escape.
Jet convinces Spike that this is a matter of honor and takes over the hunt in order to protect Alisa from being taken in as an accomplice.
After his capture, Jet admonishes Rhint to accept his punishment, which will be minor due to the circumstances, so he can eventually take care of Alisa and live their lives together.

A veteran of the 2068 war on Titan, Gren was betrayed by his then-comrade Vicious and imprisoned for espionage. While in prison, Gren developed serious insomnia; the experimental medication given to him as treatment affected his hormones and caused him to develop breasts, leaving him to consider himself "both [a man and a woman] and neither."
He eventually escaped from prison and took refuge on Callisto, living among other fugitives in the town of Blue Crow making a living playing the saxophone at a bar called "Rester House". With the 3 year statute of limitations on his prison break fast approaching, the bounty on his head has doubled.
Gren still wants Vicious to answer for his betrayal, and gets his chance for revenge when he sets up a Red Eye deal with the Red Dragon crime syndicate.
Gren "rescues" Faye from the gang of locals she was trying to antagonize into a fight, and takes her to his home, where the two of them make some degree of emotional connection while discussing their differing philosophies. Faye explains her individualistic outlook, claiming that she doesn't need comrades, but Gren observes insightfully that she has abandoned the Bebop to prevent Spike and Jet from abandoning her first. He talks briefly about his experiences at war on Titan, and about how important having comrades was to him.
While Gren is in the shower, Faye hears a message from Vicious come in on his answering machine and confronts him about it, learning as she does the rest of his story. Leaving her in handcuffs, he goes to meet Vicious dressed as a woman, and confronts him about his betrayal. The confrontation results in a three-way aerial battle between Vicious, Gren, and Spike, which ends when Gren detonates the bomb he concealed in the Red Eye he gave Vicious.
However, Gren was fatally injured during the battle. He asked Spike to help him launch his ship towards Titan, aware that he would not live long enough to arrive, but wanting to at least be headed there before he died.

The man who invented the hyperspace gate system prevalent throughout the series, Chessmaster Hex is a near centenarian former chess prodigy who left the Gate Corporation in disgust just before the Gate Incident of 2021. 50 years later, instructions he seeded on the internet to get his revenge against the Gate Corporation, the company who built and now controls the Gates, has fallen into the hands of 30, and possibly more, random and isolated individuals using his instructions to defraud unsuspecting travelers using the gates.
An aloof figure, it appears that he's all but forgotten about his plan for revenge and now only wants to play chess over the net.

Described by Jet as a "regular Don Juan", Witney is nothing more than a con artist who preys upon gullible women. However, he and Faye have a history together, as he and his corrupt uncle defrauded Faye after she awoke from her cryogenic sleep, complicating an otherwise simple bounty for Jet and Spike.
Spike also aptly describes Witney as the "smallest of the small fries", his bounty is the smallest in the series next to Ed's father, Appledelhi Siniz Hesap Lütfen, who technically didn't have a bounty on him since it was made up by Ed in the first place. At the end of the episode, Jet tells Ed that the bounty wasn't 198,000, rather he added a digit to the bounty, making it appear larger, for Spike never would have gone for it otherwise.

A bountyhead wanted for the sale of hallucinogenic mushrooms on Io, he was involved in a hit and run accident with the Bebop, who had run out of food and fuel while adrift on its way to Europa.
The accident caused both ships to descend to the surface of Io, where the crew of the Bebop tried to repair the ship, excluding Ed and Ein, who went into town to find food and the hit and run driver.
The rest of the episode ensues with Ed, Ein and two blaxploitation inspired bounty hunters eventually catching up with Domino until Ed catches him on a train, only to release him after learning his mushrooms are worth far more than he is, much like the poker chip in Session 3 (Honky Tonk Women) and the Grey Ash plant in Session 8 (Waltz for Venus), though it turns out that they are normal shiitake mushrooms.

The Teddy Bomber (A.K.A Ted Bower) uses exploding teddy bears to carry out his attacks on various tall buildings under the premise that they contradict the pioneering spirit that led humanity to colonize the solar system.
Although his modus operandi is not geared towards harming innocent civilians, it's surprising that no collateral injuries occur during his attacks, due to his frequent temper towards being ignored by just about everyone as well as his the failure of his plans to go off properly, regularly causing massive property damage.
However, during Spike's attempts to capture the Bomber, most of the damages were caused by the klutzy and rich faux-cowboy Andy Von De Oniyate, who is taking time out of his usual routine of selling soup, playing chess with his horse and being a member of the Young Man's Cowboy Association to follow a side career in bounty hunting. Andy's cowboy persona is used as a figurative foil for regular use of the term "cowboy" in the series, which is slang for a bounty hunter throughout the Cowboy Bebop universe, which adds depth to Spike's rivalry with him.
By the end of the episode, Faye assists Spike in capturing Teddy Bomber, and Andy quits bounty hunting to become a samurai after being defeated in a one on one fight with Spike on one of the buildings Teddy attacked.
It is also revealed at the end of the episode that he had been bombing these buildings as a protest against the complacency of modern society, roughly based on the modus operandi of the Unabomber (who shares his appearance and first name), a fact which he had been trying to explain throughout the episode before being cut off at various times. Ted Bower has the distinction of being the final paying bounty collected in the televised series by the Bebop crew.
Bower's terrorist actions made Cartoon Network not show the episode "Cowboy Funk" for several months after the September 11 Attacks.

Dr. Londes is a doctor of genetics last seen in person 50 years ago and the mysterious leader of a massive suicide cult called SCRATCH. He encourages people to upload their souls into cyberspace using a virtual reality video game console, and to shun the physical world, including their physical bodies.
His followers believe that he has successfully left his physical body to exist only in his electronic form, which is partially true considering he never existed as a real person, but rather as a cyberspace meme dispersed by a 15 year old hacker prodigy named Ronny Spangen, who created the identity of Londes to show the world what he sees in his persistent vegetative state, which he's been in for the past two years.
The actions of SCRATCH are meant to parallel the Heaven's Gate cult, while Dr. Londes' dogma is a parody of Serial Experiments Lain.

Appledelhi is Ed's long lost father and an absent minded cartographer whose role is to follow meteor showers from the asteroid belt made up of what used to be the Moon before the Gate Incident of 2021 in order to track their impacts and constantly update maps of the Earth. He is creating a real-time updated digital map of the Earth's surface, that will record meteor impacts. Unlike other maps it will update itself and therefore not become outdated because of the shifting landscape of the Earth. This would therefore allow the Earth's surface to be re-inhabited by mankind.
He has been on this mission with his partner, whose name escapes him entirely (MacIntire), for at least the past seven years. Prior to the misson he dropped off his daughter Ed, whom he calls Françoise and thinks is male, at a convent for daycare. Ed escapes the daycare and joins the Bebop, but eventually ended up there again to coincidently run into her father years later.
Appledelhi is an excellent hand-to-hand fighter, holding off Spike's Jeet Kune Do mastery with little or no effort, thus one of the few who could possibly defeat Spike in close combat. He attributes his fighting skills to exercise and eating hard boiled eggs. With his skills he stops Spike and Jet's attempt to shoot him by throwing mere raw eggs at their guns. He gives the remainder of his egg stash to Spike and Jet in gratification after he realized that they have been taking care of Ed for him during his mission.
After seeing his daughter for the first time in seven years, Appledelhi unexpectantly and suddenly leaves with his cartographer partner when he spotted another meteor crashing down on Earth, suggesting that he is a careless, if not irresponsible, father. This reunion prompts Ed to take Ein and leave the crew of the Bebop to find her father once more.
It's unclear whether Appledelhi can actually be qualified as a bountyhead since Ed made a counterfeit bounty notice, evidenced by the absurdly low bounty of 50 Woolongs, disguised as a typo; Jet and Spike assumed it was 50,000,000 Woolongs, not 50.000000 Woolongs, as stated on the bounty itself.
Appledehli and MacIntire may be named after the Apple Computer Company, with Apple and Mac respectively. Also, Appledelhi Siniz Hesap Lütfen means "excuse me, check please" in Turkish.

A former first Sergeant of the Martian Special Forces, 7th Division, Commando Squad and like Grencia Mars Elijah Guo Eckener, a veteran of the War on Titan, Vincent is the main villain of the Cowboy Bebop full length feature film:"Knockin' On Heaven's Door".
During the war he was used as an experimental guinea pig for a protein based nano-machine virus which feeds upon human lymphocytes as well as a counter nano-machine which destroys the virus and creates the illusion of butterflies made out of pure light when it reaches the brain, both of which break international treaties vaguely mentioned within the movie.
The experience has caused him to go insane, believing it is now his obligation to spread the virus to the rest of the world, which he attempts to do throughout the movie with some limited assistance from hacker and associate Lee Samson.
Needless to say, the Martian Government does not want knowledge of the nano-machines (often referred to as "the devil", "beans" or "Macademia Nuts") to be revealed to the public, sicking his former comrade Lieutenant Electra Olivo on him as well as offering a staggering 300 million Woolong reward, a bounty larger than all bounties in the television series combined.
The visage of Vincent Volaju is more likely than not intended to resemble that of French actor Vincent Cassel as he appeared in the movie Dobermann (1997), or Vincent Gallo. Keeping with the "Knockin' On Heaven's Door" motif of the film title, it is probable his appearance owes something to American songwriter Bob Dylan.

A hacker of similar abilities to Ed, he is bored with a lack of challenges for his skills; a problem that has caused him to take up an interest in 20th Century video games as well as helping Vincent try to destroy the world.
Originally, he was going to be a quick catch for Faye on her way home from the horse track, but it turned out that Vincent had used Lee's fake credit card identity to rent a tanker truck filled with his nano-bot virus.
Samson continues to be hunted by Faye, although now as a lead to find the much larger bounty on associate, Vincent. Lee evades Faye's capture through hacking electronics systems as a distraction, but this only works for so long as after he hacks all of Mars' communications systems to reveal a cryptic message regarding Vincent's plan, Vincent decides that Samson must become a victim in his plan, if only to see the world through Vincent's eyes for a brief period, similar to Ronny Spangen's modus operandi in regards to the members of Scratch during Episode 23.

The crew of the Bebop hunts a series of bountyheads not mentioned specifically by name or their bounty price, almost automatically small fries more than likely due to the fact that they're not specifically mentioned by name and are often taken down with minimal effort.

[edit] George, Harman and Ruth
In Episode 19, Wild Horses , the crew of the Bebop track down a group of pirates named George, Harman and Ruth, a reference to famous baseball player Babe Ruth, underlying the baseball theme of the episode. The trio is hijacking spaceships near Earth by infecting them with a computer virus transmitted via harpoon, a tactic that backfires on them near the end of the episode.
The crew of the Bebop hunts the three pirates as a sidemission during Spike's trip to get his spacecraft, Swordfish II, repaired.
[edit] Renji and Company
A band of two-bit hoods led by an ex-security system programmer called "Renji", whom Jet describes as a 'wannabe preacher with a gun', is taken down during the opening prologue of the Cowboy Bebop full length movie: Knockin' On Heaven's Door.
The group holding up the convenience store is made up of 5 members, one outside at the door, 2 inside along with Renji, and another who was in the bathroom during Spike and Jet's initial foray into the store to apprehend the criminals.
The bountyhead just leaving the bathroom grabs a nearby grandmother as a hostage, figuring that Spike and Jet would put down their guns and let him escape. Straightlaced ex-cop Jet does acquiesce to this request, but the impetuous ex-mobster Spike clarifies to the bountyhead that he is not a police officer and that profit is his concern, not the protection of human life.
This statement ultimately disarms the bountyhead as the hostage grandma accidentally creates an instant's worth of distraction, more than enough for Spike to neutralize the bountyhead.
Renji appears to be loosely based on Michael Douglas' character "D-Fens" in the 1993 movie Falling Down.
