"completion of the Parkway would divert the growing truck traffic off of city surface streets in southern and eastern Hamilton."

Experience on the east mountain with the Linc has shown that the opposite is the case - traffic on side streets increases when an expressway is built. Have there been any general traffic studies that would confirm the assertion in this article? Or should it be deleted as unsupported?

Or should it be qualified with "engineers at (consultant company) have asserted that..."? After all, this has been such a politicized project that any predictions made 5-10 years ago by any company involved in this project should be taken with a grain of salt.
